GENERAL. The applicant appeals for upgrade of the reason for the discharge.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this righi.
The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge.
FINDINGS. The reason for discharge is changed to Secretarial Authority.
ISSUE: The applicant received an Honorable discharge and the Reason was Personality Disorder.
Applicant contends the Reason for discharge did not accurately represent the basis for separation as
indicated in the attending physician’s medical report. After a thorough and complete consideration of the
information submitted by the applicant, and information contained in the record, the Board concluded there
was sufficient mitigation and extenuation to substantiate a change in the Reason for discharge, but did not
change applicant’s reenlistment code. The DRB agreed with the physician's assessment that the applicant
suffered from symptoms of anxiety, depression, and other emotional distress associated with his inability to
adjust to the demands of military service. Air Force Instruction (AFT) 36-3208, dated October 14, 1994 was
followed during the processing of the applicant’s discharge proceedings and it listed all Mental Disorders,
including Adjustment Disorder, under one paragraph, 5.11.1, AFI 36-3208, dated March 10, 2000 was in
effect at the time of discharge and assigns a sub-paragraph number to each disorder. Had the new (and
current) version of AFI 36-3208 been used, the appropriate Reason should have been Adjustment Disorder,
paragraph 5.11.9.3. However, the governing DoD Instruction neither did then at the time of discharge, nor
currently does, include a Separation Program Designator (SPD) code for Adjustment Disorder; hence the
applicant was discharged with the available SPD code corresponding to Personality Disorder as the
narrative reason for separation. In the absence of a corresponding SPD code for Adjustment Disorder, the
DRB found that the applicant’s Reason for discharge should be changed to Secretarial Authority.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
However, in view of the foregoing findings, the board further concludes that the overall Reason for
discharge is more accurately reflected as Secretarial Authority. The applicant’s Reason for discharge
should be changed to Secretarial Authority, SPD Code JFF, under the provisions of Title 10, USC 1553.

1. Lam recommending your discharge from the United States Air Force for Conditions That
Interfere with Military Service (Mcntal Disorders). The authority for this action is AFPD 36-32
and AFT 36-3208, paragraph 5.11.1. Ifmy recommendation is approved, your service will be
characterized as Flonorable.
2. BASIS FOR ACTION: I have determined that you have a mental disorder that significantly
affects your ability to serve in the military. I base this determination on your recent mental
health evaluation performed by Cap@i3IMMAMIM, This evaluation found that you have an
Adjustment Disorder with Mixed Anxiely and Depressed Mood and that this condition
significantly impairs your ability to function effectively in the military environment. (Atch 1)
3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander cxercising Special Court-Martial jurisdiction or a
higher authority will decide whether you will be discharged or retained in the Air Force and, if
you are discharged, how your service will be charactenized. If you are discharged, you will be
ineligible for reenlistment in the Air Force,
