GENERAL: The applicant appeals for a change in the reason for the discharge.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains the available pertinent data on the applicant and the factors leading to the
discharge.
FINDINGS: Change in the Reason is denied.
ISSUE: The applicant received an Honorable discharge and the Reason was Personality Disorder.
Applicant contends this is a condition that he was never diagnosed with and it is improper and unfair. After
a thorough and complete consideration of the information submitted by the applicant, and information
contained in the record, the Board concluded there was no sufficient mitigation and extenuation to
substantiate a change in the Reason for discharge. The applicant was referred for a Commander Directed
Evaluation to determine whether a mental health condition was interfering with his fitness for duty in the
Security Forces career field and whether he is stable enough to carry a weapon. The diagnoses from that
evaluation were: Axis I: 296,22 Major Depressive Disorder, Single Episode, Moderate; Axis II: V71.09 No
Diagnosis, however member exhibits Dependant Personality Traits, and Axis III: Non-Contributory. The
applicant’s diagnosis of Major Depression, Single Episode, Moderate was determined to be in full
remission on 20 June 2001. However, the patient stated that he continued to experience significant
difficulty adjusting to his work environment and met DSM IV diagnostic criteria for 309.0 Adjustment
Disorder with Depressed Mood. The DRB agreed with the physician’s assessment that the applicant
suffered from symptoms of anxiety, depression, and other emotional distress associated with his inability to
adjust to the demands of military service. The governing DoD Instruction neither did then at the time of
discharge, nor currently does, include a Separation Program Designator (SPD) code for Adjustment
Disorder. Personality disorder, Disruptive behavior disorder, Adjustment disorder, and Impulse control
disorders are all grouped under the category of Mental Disorders and a member’ discharge paper work is
listed as Personality Disorder.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

SUBJECT: Notification Memorandum
1. I am recommending your discharge from the United States Air Force for Conditions that
interfere with military service, mental disorders. The authority for this action is AFPD 36-32
and AFI36-3208, Paragraph 5.11.1. I am recommending that your service be characterized as
- Honorable.
2. My reasons for this action are:
On or about 1, 5, and 6 Dec 2000, you were seen at Integrated Mental Health Clinic for a
non- emergency evaluation due to emotional instability and frequent crying spells while on
duty. As a result of the evaluations, you were given a six-month trial period for
improvement. As of 1 Aug 01, it was determined by the Integrated Mental Health Clinic that
you continue to experience significant difficulty adjusting to your work and military
environment. You have been diagnosed with a Major Depressive Disorder, ICD9 code 296-
22 and Adjustment Disorder, ICD9 code 309.0. Your disorders are of such intensity as to
render you incapable of adequately serving in the United States Air Force.
3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander exercising SPCM jurisdiction or a higher
authority will decide whether you will be discharged or retained in the Air Force and, if you are ~
discharged, how your service will be characterized. If you are discharged, you will be ineligible
for reenlistment in the Air Force.
= 4, You have the right to counsel. Military Legal Counsel has been obtained for you. I have
made an appointment for you to consult oe at Building Number 1000, on
MANS of at ©0900 hours. You may consult civilian counsel at your own expense. If
employed, civilian counsel must be readily available.
5. You have the right to submit statements in your own behalf. Any statements you want the
separation authority to consider must reach me within three. workdays, unless you request and
receive an extension for good cause shown. I will send them to the separation authority.
6. If you fail to consult counsel or to submit statements in your own behalf, your failure will
constitute a waiver of your right to do so.
7. You have been scheduled for a medical examination. You must report to Building 6612, Rm
502, Monday through Friday, between 1300 - 1500 hours with your medical, immunization,
and dental records for the examination.
