RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2011-02932
COUNSEL: NONE
HEARING DESIRED: NO
________________________________________________________________
APPLICANT REQUESTS THAT:
Her fitness assessments, dated 8 September 2010 and 27 October
2010, be removed from the Air Force Fitness Management System
(AFFMS).
_________________________________________________________________
APPLICANT CONTENDS THAT:
She has had 2 cesarean sections (c-section), in 2006 and 2008,
tubal ligation in 2008 and appendectomy in 2009. After her second
C-section, she was diagnosed with a hernia in the right side of
her scar from the c-section. She has also had random sharp pains.
Additionally, when bending completely at the waist while doing
sit-ups, she experiences sharp pains. She has been on and off
profiles since 2008 for this condition.
In support of her request, the applicant provides a copy of her
Air Force Fitness Management score, a copy her PT Fitness Failure
PCM Referral Notification and excerpts from her medical records.
The applicants complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of staff sergeant/E5.
_________________________________________________________________
AIR FORCE EVALUATION:
USAF/A1PP recommends partial relief. The applicant complained of
abdominal pain with sit-ups and has a physicians note stating her
condition may have affected her sit-up performance. A1PP, with
the concurrence of AF/SG3, recommends her fitness assessment score
dated 27 October 2010, be removed from AFFMS.
On 8 September 2010, the applicant failed the sit-up and the run
portion of her fitness assessment. Accordingly, she would have
failed the assessment regardless of the sit-up component. There
was no documentation submitted stating her condition affected the
run portion of the assessment. The fitness assessment dated
8 September 2010, should not be removed from AFFMS.
The complete A1PP evaluation is at Exhibit B.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 10 November 2011, for review and comment within
30 days (Exhibit C). As of this date, this office has received
no response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an injustice to warrant partial relief. We are
in agreement with the Air Force office of primary responsibilitys
recommendation to remove the 27 October 2010 fitness assessment
score. However, with regard to the removal of the 8 September
2010 fitness assessment score, we considered the applicants
contentions and the OPRs recommendation to not remove the score.
Based on the physicians statement that the applicants medical
condition may have contributed to her PT test failure, we believe
reasonable doubt has been established that her medical condition
precluded her from passing the sit-up component of the fitness
assessment. Based on the foregoing, we believe any doubt should
be resolved in the applicants favor and recommend that the
records be corrected as indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that:
a. The fitness assessment score dated 27 October 2010,
be , and hereby is, removed from the Air Force Fitness
Management System.
b. The sit-up component of the fitness assessment score
dated 8 September 2010, be, and hereby is, removed from the Air
Force Fitness Management System.
