APPLICANT REQUESTS THAT:
His records be corrected to reflect that he enlisted in the Air Force
Reserve in the grade of airman first class (E-3) rather than airman
basic (E-1).

APPLICANT CONTENDS THAT:
Before he enlisted in the Air Force Reserve, he understood that his
enlistment grade would be E-3 based on his college credits. When it
came time for him to enlist, he could not produce his transcripts due
to a financial hold being placed on his records. He could not pay the
bill prior to his scheduled enlistment date. Therefore, he could not
produce the transcripts to document his education. Had he understood
the implications of not having the transcripts at the time of his
enlistment, he would have taken steps to get them before enlisting as
an E-1.
In support of his appeal, the applicant provided copies of his college
transcript, and enlistment and separation documents.

STATEMENT OF FACTS:
Available documentation indicates that the applicant enlisted in the
Air Force Reserve on 30 Jun 99 in the grade of E-1 for a period of six
years.
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving in the Air Force Reserve in
the grade of airman first class, having been promoted to that grade on
1 Sep 00.
The relevant facts pertaining to this application are contained in the
letters prepared by the appropriate offices of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Operations Branch, HQ AFRC/RSOO, reviewed this application and
indicated that, in accordance with Air Force Reserve Command accession
policy, the applicant enlisted in the proper rank (E-1); however, he
is eligible for the rank of senior airman (E-4) following completion
of technical school (with wing commander’s endorsement). The
applicant successfully earned over 60 semester hours of college
credits prior to enlistment. Had he provided the transcripts prior to
enlistment, the E-4 provision would have been noted in his contract.
According to HQ AFRC/RSOO, the applicant was properly briefed
concerning his responsibility to provide transcripts prior to
enlistment (for possible advanced rank) and he elected to enlist
without doing so.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 23
Jun 00 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After a thorough review of
the available evidence, we are not persuaded that corrective action is
warranted regarding the applicant’s request that his records be
corrected to reflect that he enlisted in the Air Force Reserve in the
grade of E-3 rather than E-1. In this respect, we note that the
applicant initialed on DD Form 1966/3, Record of Military Processing -
Armed Forces of the United States, that he understood that if he
presented official college transcripts prior to his enlistment, he
might be eligible for enlistment in a higher grade. He also initialed
that he elected to enlist in the grade of E-1 prior to the receipt of
his official college transcripts, and, that he understood the
presentation of these documents subsequent to his enlistment would not
be a basis for the award of an increase in his enlistment grade.
However, notwithstanding the above, we note the office of primary
responsibility (OPR) has advised that the applicant is now eligible
for the grade of E-4 following of his completion of technical school
and has recommended that he be awarded the rank of E-4, effective 1
Mar 00, with the wing commander’s endorsement. According to the OPR,
had the applicant provided his transcripts prior to his enlistment,
the E-4 provision would have been noted in his contract. While we
find no evidence which would lead us to believe that the applicant’s
rank at the time of his enlistment was erroneous, we are inclined to
accept the OPR’s recommendation regarding the applicant’s advancement
to the rank of E-4. Accordingly, we recommend that the applicant’s
records be corrected as indicated below.

The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was promoted to
the grade of senior airman (E-4), Air Force Reserve, effective and
with date of rank of 1 Mar 00.
