APPLICANT REQUESTS THAT:

His records be corrected to reflect award of the following:

      1.  The Air Force Longevity Service Award (AFLSA),

      2.  The National Defense Service Medal (NDSM)  (administratively
corrected) and,

      3.  The Air Force Good Conduct Medal (AFGCM).

APPLICANT CONTENDS THAT:

He believes he is eligible for these awards.

In support of his request, applicant provides a copy of  his  DD Form
214, Armed  Forces  of  the  United  States  Report  of  Transfer  or
Discharge.

The applicant's complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

The applicant’s records reflect he served in the  Air  Force  Reserve
from 6 Jan 60 to 9 Dec 63.   He served 3 years, 11 months and 4  days
of active service.

The applicant’s AF Form 7, Airman Military Record, reflects  that  his
period of service from 6 Jan 60 through 17 Jan 63 is not credible  for
award of the GCM.

The NDSM is awarded for honorable military service as a member of  the
armed forces of the United States including the Coast  Guard,  between
27 Jun 50 and 27 Jul 54, between 1 Jan 61 and 14 Aug 74, between 2 Aug
90 and 30 Nov 95 and 11 Sep 01 to a date to  be  determined.   Service
members who were awarded the medal during the first qualifying  period
and who again became entitled to the medal, wear a bronze star on  the
ribbon to denote the second award of the medal.

The AFLSA is awarded to service members who complete  four  continuous
years of honorable active or reserve military service with any  branch
of the U. S. Armed Forces.

The GCM is awarded to  the  Air  Force  enlisted  personnel  who  have
honorably completed three continuous years of active service prior  to
26 Aug 40, and who are recommended by their  commanding  officers  for
exemplary behavior, efficiency and fidelity throughout the  qualifying
period, including time spent in attendance  at  service  schools,  and
there must have been no  conviction  by  court  martial.   During  any
period in which the United States has officially  declared  to  be  at
war, the GCM may be awarded on completion of continuous active federal
military service for a period of one year; however,  the  entire  year
must have been served in the area of responsibility (AOR).

On 22 Oct 10, AFPC/DPSIDRA informed the applicant that his entitlement
to the NDSM was verified and  his  records  will  be  administratively
updated to add the medal to his records.

AIR FORCE EVALUATION:

HQ AFPC/DPSIDR recommends denial.  DPSIDR notes the applicant would be
considered under the criteria for the GCM  and  not  the  AFGCM.   The
applicant is not entitled to the GCM because his records  reflect  his
service for the period 6 Jan 60 through 17 Jan 63 was not credible for
award of the medal.   DPSIDR  further  states  the  applicant  is  not
entitled to the AFLSA because  he  did  not  complete  four  years  of
continuous of service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  12
Nov 10, for review and comment within 30 days.  As of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice with regard to the  applicant’s
request for award of  the  AFLSA  and  GCM.   The  applicant  did  not
complete four  continuous  years  of  honorable  service  and  is  not
eligible for award of the AFLSA.  Furthermore, he does  not  meet  the
criteria for award of the GCM because his records reflect  his  period
of service from 6 Jan 60 to 17 Jan 63 was not creditable for the  GCM;
his performance report for the period 15 Feb  62  through  14  Feb  63
indicates his conduct left something to  be  desired.   Therefore,  we
agree with the opinion and recommendation of the Air Force  office  of
primary responsibility and adopt its rationale as the  basis  for  our
conclusion that relief beyond that  granted  administratively  is  not
warranted.  Therefore, we find no basis  to  favorably  consider  this
application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
