APPLICANT REQUESTS THAT:
His records be corrected to reflect that he received the Good Conduct Medal
(GCM), the National Defense Service Medal (NDSM), the Armed Forces
Expeditionary Medal (AFEM), the Air Force Longevity Service Award (AFLSA),
and all other entitlement awards.

APPLICANT CONTENDS THAT:
He was stationed in Okinawa and the Philippines and performed courier or
transit flights to Taiwan, Japan, Guam and Hawaii. He overlooked entries
for decorations that were not listed on his DD Form 214. His record is
correct; however, he requests a search be conducted to see if he is
entitled to the above mentioned awards.
In support of the application, the applicant submits his DD Form 214.

STATEMENT OF FACTS:
Applicant was discharged with an honorable character of service on 15 Jan
60.
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the GCM is awarded to
enlisted men who have honorably completed three continuous years of active
military service subsequent to 26 Aug 40. The applicant did not complete
three years of service.
DPSIDR states the NSDM is awarded for honorable active military service as
a member of the Armed Forces between June 27, 1950 and July 27, 1954
(Korean War), between Jan 1, 1961 and Aug 14, 1974 (Vietnam War), between
Aug 2, 1990 and Nov 30, 1995 (operations Desert Shield and Desert Storm),
and currently from Sep 11, 2001 to a date to be determined. Applicant was
not serving on active duty during the periods the NDSM was awarded.
DPSIDR states the AFEM is awarded to military members who participated in
operations and encountered foreign armed opposition, or were in danger of
hostile action, after 1 Jul 58. DPSIDR was unable to verify the applicant
served 30 consecutive or 60 nonconsecutive days in the Taiwan Straits
during 1958-1959.
DPSIDR states the AFLSA is awarded to all service members who complete four
years of honorable active or reserve military service. Applicant did not
complete the required four years of service.
DPSIDR was unable to verify any additional entitlements.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 24 Oct
08 for review and comment within 30 days. As of this date, this office has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After reviewing the applicant’s
submission, we do not find the evidence sufficient to warrant the approval
of the requested relief. Therefore, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and adopt
its rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
