APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be updated with the following ribbons/medals:
a. Air Force Commendation Medal (AFCM) administratively
corrected.
b. Air Force Outstanding Unit Award (AFOUA) administratively
corrected to read AFOUA w/Valor.
c. Air Force Good Conduct Medal (AFGCM).
d. National Defense Service Medal (NDSM) administratively
corrected.
e. Vietnam Service Medal with 2 Bronze Stars (VSM w/2BSS) administratively corrected.
f. Small Arms Expert Marksmanship Ribbon (SMAER).
g. Republic of Vietnam Gallantry Cross w/Palm (VGC w/P) administratively corrected.
h. Republic of Vietnam Campaign Medal (RVCM) administratively
corrected.

APPLICANT CONTENDS THAT:
His records should reflect the aforementioned medals and ribbons.
In support of his request, the applicant provides excerpts from
his personnel records and printouts from the internet.

STATEMENT OF FACTS:
On 14 Nov 11, AFPC/DPSIDR advised the applicant that his DD Form
214, dated 3 Nov 67, would be changed to reflect the following
changes and additions:
a. Change his VSM w/1BSS to read: VSM w/2 BSS and the AFOUA to
read AFOUA w/V and 1 OLC.
b. Add the AFCM and RVNGC w/P.
The AFGCM criterion: The AFGCM is awarded to enlisted service
members of the U.S. Air Force for exemplary conduct during a
three year period of military service while in the active
military service of the United States. Service members awarded
this medal must have had character and efficiency ratings of
excellent or higher throughout the qualifying period including
time spent in attendance at service schools, and there must have
been no convictions of court martial during this period.
SAEMR criterion: The SAEMR was authorized by the Secretary of
the Air Force on 28 Aug 62. It is awarded to all U.S. Air Force
service members who, after 1 Jan 63, qualify as expert in small-
arms marksmanship with either the M-16 or issue handgun.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. The applicant served on active
duty from 11 Feb 64 to 3 Nov 67; however, his AF Form 7, Airman
Military Record, states, Period from 16 November 1966 thru
15 March 1967 not creditable for AFGCM. Additionally, the
applicants records were reviewed and there was no official
documentation designating award of the SAEMR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 6 Jan 12 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice with regard to the
applicants request for the AFGCM and SAEMR. In this respect, the
applicant has not provided any documentary evidence to
substantiate his claim that he meets the criteria for these
awards; therefore, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond that
already granted administratively is not warranted. Therefore, we
find no basis to favorably consider this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
