He be entitled to the Air Force Longevity Service Award (AFLSA).

APPLICANT CONTENDS THAT: 

 

He qualifies for the AFLSA for his honorable service in the 
United States Air Force. 

 

The applicant provides no documentation in support of his 
request. 

 

His complete submission is at Exhibit A.

STATEMENT OF FACTS: 

 

The applicant enlisted in the Regular Air Force on 25 Aug 
1959 for a period of four years. 

 

He was honorably discharged on Friday, 23 Aug 1963, under the 
provisions of AFR 39-14, Separation of Airman, paragraph 3n 
which states “A Regular airman who does not intend to reenlist 
and whose normal ETS separation date falls on a non-workday 
(Saturday, Sunday or a holiday) will be separated on the 
preceding workday. 

 

The applicant served 3 years, 11 months, and 29 days of active 
service. 

 

The AFLSA is awarded to all service members of the U.S. Air 
Force who complete four years of honorable active or reserve 
military service with any branch of the United States Armed 
Forces. 

 

His records will be administratively corrected to award the Air 
Force Good Conduct Medal).

AIR FORCE EVALUATION: 

 

AFPC/DPSIDR recommends denial. DPSIDR states the applicant 
served in the Air Force for a period of 3 years, 11 months, and 
29 days, which does not meet the award criteria for the AFLSA. 
Based on review of his official military personnel record, DPSID 
was able to determine the National Defense Service Medal (NDSM) 
and the AFGCM should have been awarded to him during his service 
from 25 Aug 1959 to 23 Aug 1963. Administrative correction of 
his official military personnel record will be completed by 
AFPC/DPSOY.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 11 Sep 2012, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days (Exhibit 
D). As of this date, no response has been received by this 
office.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice. We note the 
Air Force office of primary responsibility recommends denial, 
stating the applicant did not meet the criteria for award of the 
AFLSA. However, after a thorough review of the evidence 
presented, we believe that relief is warranted. In this 
respect, we note the regulation governing separations at the 
time had a provision that required airmen whose normal ETS fell 
on a Saturday to be separated on the preceding workday. The 
applicant’s DD Form 214 reflects that he separated under this 
provision, therefore, through no fault of his own he did not 
complete the full four years of service required for award of 
the AFLSA. In view of the above, we find the evidence in this 
case sufficient to award the AFLSA. Therefore, in the interest 
of justice, we recommend his records be corrected as indicated 
below.

THE BOARD RECOMMENDS THAT: 


 

The pertinent military records of the Department of the Air Force 
relating to APPLICANT, be corrected to show that he was awarded 
the AFLSA.
