RECORD OF PROCEEDINGS

AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER:BC-2010-00638

 COUNSEL: NONE

 HEARING DESIRED: NO

___________________________________________________________
_____

APPLICANT REQUESTS THAT:

Her Reenlistment Eligibility (RE) code of “2C” be changed
to a “1J” to allow her to reenlist in the Air Force.

___________________________________________________________
_____

APPLICANT CONTENDS THAT:

She was not mentally prepared for basic training due to
high anxiety and depression after losing everything in
Hurricane Katrina. She was told she should go home and
deal with the issues of Katrina and try again in a few
years. She is older, more mature, and 100 percent positive
that this is something she wants to do. She is more
prepared for what to expect mentally, physically, and
emotionally.

In support of her request, the applicant provides an
expanded statement and copies of two letters of support.

The applicant’s complete submission, with attachments, is
at Exhibit A.

_____

STATEMENT OF FACTS:

The applicant’s military personnel records indicate she
enlisted in the Regular Air Force on 12 Feb 08 as an airman
basic (E-1) for a period of four years.

On 25 Feb 08, the applicant was notified by her commander
of his intent to recommend her entry level separation for a
condition that interferes with military service,
specifically a mental disorder. The applicant subsequently
acknowledged receipt of the action and waived her right to
consult with legal counsel.

On 26 Feb 08, the case was found to be legally sufficient
and the discharge authority approved the commander’s
recommendation on 28 Feb 08.

On 29 Feb 08, the applicant was furnished an Entry Level
Separation with uncharacterized service and was credited
with 19 days of total active service.

AIR FORCE EVALUATION:

AFRC/A1K recommends denial, indicating the applicant did
not provide any documentation that would serve as the basis
for the correction requested. The applicant’s RE code of
“2C” is accurate and, by design, does in fact preclude her
from reentering the Air Force or Air Force Reserve.

A complete copy of the AFRC/A1K evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to
applicant on 14 May 10 for review and comment within 30
days. As of this date, no response has been received by
this office (Exhibit D).

_____

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was timely filed.

3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We
took notice of the applicant’s complete submission in
judging the merits of the case; however, we agree with the
opinion and recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence
of evidence to the contrary, we find no basis for us to
recommend granting the relief sought in this application.

_____

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did
not demonstrate the existence of material error or
injustice; that the application was denied without a
personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered
relevant evidence not considered with this application.
