APPLICANT REQUESTS THAT:
Her records be corrected to reflect that she was awarded the Global War on
Terrorism Expeditionary (GWOT-E) Medal.

APPLICANT CONTENDS THAT:
On 6 Jun 03, Detachment 1, 13th Air Force (Det 1, 13 AF), NSF Diego Garcia
was assigned to the 40th Air Expeditionary Group (AEG) in support of
Operation ENDURING FREEDOM.
The 40th AEG was awarded the GWOT-E medal on 1 Jul 03 while she was
assigned to Det 1, 13 AF.
In support of the application, the applicant submits a copy of her DD Form
214, Certificate of Release or Discharge from Active Duty and her
retirement orders.

STATEMENT OF FACTS:
On 29 Feb 08, the applicant was honorably retired from active duty in the
grade of Master Sergeant. She had served 20 years and 15 days on active
duty to include 10 years, 1 month and 27 days of Foreign Service.
Her DD Form 214 indicates that she is the recipient of the Global War on
Terrorism (GWOT) service medal.
The GWOT was created under the same Presidential Order that authorized the
GWOT expeditionary medal. The primary difference between the two awards is
that the service medal is intended for those who performed support duty
within the United States, while the expeditionary medal recognizes those
who were deployed to foreign countries.
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. The applicant was verified as being
permanently assigned to Diego Garcia during OEF/OIF from Jul 03 through Jul
04; however, the Defense Finance and Accounting Service (DFAS) was unable
to verify her service in a combat zone or her receipt of hostile fire pay
during the assignment.
The applicant does not qualify for the GWOT-E medal because she was
permanently assigned to an approved area of eligibility.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Although she was not deployed to Diego Garcia, she worked and abided by the
same rules and regulations as the 40 AEG personnel. She served at least
355 consecutive days under a unit participating in OEF/OIF – a recognized
DoD campaign.
She submits an electronic mail message regarding GWOT-E medal eligibility
for permanent party members.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence that the applicant is eligible for the award
of the GWOT-E medal. We note the applicant’s period of assignment was from
July 2003 through July 2004. However, the AFESR/GWOT-E authorization
message she provided, dated February 7, 2005, appears to be for permanent
party personnel assigned during that specific period of time. In view of
the aforementioned, we agree with HQ AFPC/DPSIDR that the applicant does
not meet the requirements for the GWOT-E awards. The personal sacrifice
the applicant endured for her country is noted and the recommendation to
deny the requested relief in no way diminishes the high regard we have for
her service. Nevertheless, in view of the above, we find no basis to
favorably consider this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
