APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to reflect the following awards:
1. The Korean Defense Service Medal (KDSM) administratively
corrected.
2. The Global War on Terrorism Expeditionary Medal (GWOT-E).
3. The Global War on Terrorism Service Medal (GWOT-S) administratively corrected.

APPLICANT CONTENDS THAT:
He believes his records should be updated because he provided
first hand critical data from the POTUS, CJCS, NSA, DIA, etc., to
the entire 89th Airlift Wing at Andrew AFB, to include the
Command Posts and the Wing Crisis Action Teams involving
Operation ENDURING FREEDOM/NOBLE EAGLE from 11 Sep 01 to 12 Dec
01. He also requests the KDSM and GWOT-S/GWOT-E awards for his
remote duty service at Kunsan AB, South Korea, in Jan 02- Jan 03.
He believes he is entitled to these awards for his critical
support to DATA MASKED duties that were recognized by NGA
(formerly NIMA) during IRAQI FREEDOM from Jan 03 to Jan 04. The
DATA MASKED assignment was recognized by NGA with IRAQI FREEDOM
War certificates and the Air Force Defense Meritorious Service
medal. His peers and superiors that remained on active duty
following his retirement received the respective GWOT-S/GOWT-E
medals. He believes he is entitled to and is long overdue in
receiving these medals for his diligent service that gave superb
credit to the United States Air Force and the United States of
America.
In support of his request, the applicant provides excerpts from
his personnel records and a copy of an Air Force Link on Medals,

STATEMENT OF FACTS:
The applicant retired from the Regular Air Force on 31 Apr 04 in
the grade of master sergeant after serving for over 22 years on
active duty.
Additional relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force. Accordingly, there is no need to recite these facts
in this Record of Proceedings.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states they were able to
verify the applicants entitlement to the KDSM and GWOT-S.
However, there is no official documentation that verifies the
applicant was deployed to Southwest Asia in support of OEF or
OIF.
The DPSIDR complete evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 28 Apr 11 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice with regard to
the applicants request for the GWOT-E. We took notice of the
applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond that
already granted administratively is not warranted. Therefore, we
find no basis to favorably consider this application.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issue involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
