RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2008-00811
INDEX CODE: 110.00
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her reentry (RE) code "4I" (Serving on Control Roster) be changed to
allow her to reenter the armed forces.
_________________________________________________________________
APPLICANT CONTENDS THAT:
She believes the RE code is unjust because she served on the control
roster for one incident and has since grown up.
In support of her appeal, applicant submitted a copy of her DD Form
214, Certificate of Release or Discharge from Active Duty.
Applicant's complete submission, with attachment, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 24 Jun 03, the applicant contracted her initial enlistment in the
Regular Air Force. She was progressively promoted to the grade of
airman having assumed the grade effective and with a date of rank of
26 Dec 03.
She was placed in civilian confinement in Alamogordo, NM from 20 - 22
Feb 04. No documentation was made available reflecting the
circumstances of the civilian detainment or her placement on the
control roster.
She was honorably discharged on 15 Jan 05. She served one year and
six months on active duty. She had two days of lost time.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSOA recommends the requested relief be denied. DPSOA states no
evidence was located or submitted by the applicant to indicate an
error or an injustice occurred in the processing of the RE code she
received. Air Force Instruction 36-2907,
Unfavorable Information File (UIF) Program states the control roster
is a rehabilitative tool for commanders to use to set up a six month
observation period for individuals whose duty performance is
substandard or who fail to meet or maintain Air Force standards of
conduct, bearing, and integrity, on and off duty.
AFPC/DPSOA complete evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
11 Apr 08, for review and comment within 30 days. As of this date, no
response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After careful consideration of
the circumstances of this case and the evidence provided by the
applicant, we are not persuaded that the reentry code she received was
in error or unjust. Applicant's contentions are duly noted; however,
we agree with the opinion and recommendation of the Air Force office
of primary responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in view of the above and in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

To meet retainability requirements and to complete the training, the applicant reenlisted on 27 Apr 07 in his previous AFSC of 4A151. The applicant contends his reenlistment was rushed and forced through the system with complete disregard to regulations days before he was eligible for an SRB. However, we did not find an error or injustice in establishing the requirement that he obtain the appropriate retainability.

She believes if the awards were included in her EPR, her board score would have been higher and she subsequently would have been promoted to senior master sergeant during the 04E8 cycle. She believes the advisor inaccurately states she was considered for promotion three times after her EPR became a matter of record. It is further recommended that she be provided supplemental consideration for promotion to the grade of senior master sergeant (E-8) for promotion cycle 04E8.
