APPLICANT REQUESTS THAT:

Her reentry (RE) code of “2Q” (Personnel Medically  Retired  or  Discharged)
be changed.

APPLICANT CONTENDS THAT:

Her discharge was based on a misdiagnosis.

In support of her request, applicant provides a copy of a behavioral  health
staff note dated 26 Jul 07, a diagnostic screening assessment dated  22  May
07, a psychological evaluation dated 25 Jan 07  and  a  character  reference
letter.  The applicant’s submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 29 Nov 05  in  the  grade
of airman basic (E-1).  She was honorably discharged on 8 Jun 06  under  the
provisions of AFI  36-3212,  with  a  separation  code  of  JFM  (Disability
Existed Prior to Service-PEB), and a RE code of 2Q.  She  served  6  months,
and 10 days on active duty.

The remaining relevant facts pertaining to this application, extracted  from
the applicant's military records, are contained in the letters  prepared  by
the appropriate offices of the Air Force at Exhibit C, D and F.

AIR FORCE EVALUATION:

AFPC/DPPD recommends denial.  DPPD states the applicant was referred to  the
Informal Physical Disability Board (IPEB)  on  3 May  06  for  schizophrenia
disorder, paranoid type, that  existed  prior  to  service  without  service
aggravation, social and  industrial  adaptability  impairment  considerable.
The IPEB recommended discharge  under  other  than  Chapter  61,  Title  10,
U.S.C., due to a medical condition  determined  to  have  existed  prior  to
service; and which has not been permanently aggravated by military  service.
 DPPD states that the RE code "2Q" is the  correct  RE  status  code  for  a
person who  is  approved  for  a  medical  retirement  or  separation.   The
complete AFPC/DPPD evaluation is at Exhibit C.

AFPC/DPSOA recommends  denial.   DPSOA  states  that  officials  within  the
Secretary of the Air Force determined the  applicant  was  physically  unfit
for continued military service due to a physical  disability  which  existed
prior to military service and  directed  her  discharge  without  disability
benefits.  The complete  AFPC/DPSOA  evaluation,  with  attachments,  is  at
Exhibit D.

The BCMR Medical Consultant recommends denial.  The BCMR Medical  Consultant
states that the  applicant  presented  a  pre-service  history  of  symptoms
consistent with a thought disorder, Schizophrenia; manifested by  delusions,
hallucinations,  and  disorganized  thought   processes.    After   entering
military  service,  the  applicant  experienced  a  recurrence  of  symptoms
resulting in  her  hospitalization  and  ultimate  discharge  from  military
service.  Despite  the  questions  raised  regarding  the  accuracy  of  the
applicant's diagnosis at the time  of  her  discharge,  a  preponderance  of
medical evidence  reflects  that  the  diagnosis  was  consistent  with  the
applicant's  clinical  presentations  both  prior  to  and  after   entering

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant submitted a copy of her treatment plan  report  with  staff  notes
dated for the periods 25 Jan 07 through 14 Nov 07 (See Exhibit H).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence  of  an  error  or  an  injustice  warranting  a  change  of   the
applicant's RE code.  After a review of the evidence of record, we note  the
applicant was evaluated under the medical disability system  and  was  found
medically unfit for  continued  military  service  due  to  a  diagnosis  of
schizophrenia disorder, paranoid type which  existed  prior  to  entry  into
active service.  Therefore, we agree  with  the  BCMR  Medical  Consultant's
assessment  and  the  Air  Force   offices   of   primary   responsibility's
conclusions that the applicant has not  been  the  victim  of  an  error  or
injustice.  In the absence of evidence that the reason  for  her  separation
was erroneous, we have  no  basis  to  favorably  consider  the  applicant’s
request.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
