APPLICANT REQUESTS THAT:
His reentry (RE) code be changed to allow him to re-enlist in military
service.

APPLICANT CONTENDS THAT:
He is not unfit for duty and wishes to re-enlist.
In support of his appeal, applicant submitted a copy of his DD Form
293, Application for the Review of Discharge from the Armed Forces of
the United States and a copy of his DD Form 214, Certificate of
Release or Discharge from Active Duty.

STATEMENT OF FACTS:
On 13 Mar 03, the applicant contracted his initial enlistment in the
Regular Air Force. He was progressively promoted to the grade of
senior airman having assumed the grade effective and with a date of
rank of 13 Jul 05.
On 18 Sep 06, he was referred to Life Skills for a voluntary safety
evaluation. The reason for the referral was his awakening from a 2-3
day drinking binge next to a loaded .45 caliber handgun with a round
in the chamber and unfired rounds on the floor around him. He had a
suicidal episode on 19 Oct 06 after contacting his ex-fiancée. On
28 Oct 06, he allegedly subconsciously consumed eight to nine
unidentified pills.
On 3 Nov 06, he underwent a Medical Evaluation Board (MEB) with a
diagnosis of Major Depressive Disorder, that existed prior to military
service. He was referred to the Informal Physical Evaluation (IPEB)
on 8 Dec 06. The IPEB recommend Discharge Under Other Than Chapter
61, Title 10 US (EPTS). He concurred with the findings of the IPEB on
11 Dec 06. On 11 Dec 06, the Secretary of the Air Force directed
separation from active service for a disability due to a condition
that existed prior to service.
He was honorably discharged on 22 Jan 07. He received the RE code 4K
which denotes "Medically disqualified for continued service, or the
airman is pending evaluation by MEP/PEB." He served 3 years, 10
months and 10 days on active duty.

AIR FORCE EVALUATION:
AFPC/DPSD recommends the applicant's request for reentry into military
service be denied. DPSD states no evidence was found to reflect an
error or injustice occurred during the disability process or at the
time of separation. The correct reentry code is "2Q-Personnel
medically discharged or retired."
AFPC/DPSD's complete evaluation is at Exhibit C.
DPSOA recommends the request be denied. DPSOA states no evidence of
an error or injustice was found, nor did the applicant submit any
evidence of any. DPSOA recommends the RE code be changed to reflect
"2Q-Personnel medically discharged or retired."

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on
28 Mar 08, for review and comment within 30 days. As of this date, no
response has been received by this office.

ADDITIONAL AIR FORCE EVALUATION:
The AFBCMR Medical Consultant recommends denial. The Medical
Consultant states the applicant remains at significant risk for
experiencing an unexpected acute exacerbation or recurrence of his
illness upon exposure to the right set of triggers. His co-morbid
Borderline Personality Disorder poses an additional risk for a future
episode of maladaptive behavior that could place his well being and
mission of his unit in peril.

APPLICANT'S REVIEW OF ADDITIONAL AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 6
May 08, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice warranting a change of the
applicant's reentry code to allow reentry into military service.
After a review of the evidence of record, we note the applicant was
evaluated under the medical disability system and was found medically
unfit for continued military service due to a diagnosis of major
depressive disorder which existed prior to entry into active service.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.
4. Notwithstanding the above, the Air Force office of primary
responsibility stated that the reentry code the applicant received is
incorrect and does not accurately reflect the circumstances of his
separation. We agree with the assessment that the reentry code 2Q,
"Personnel medically discharged or retired," accurately reflects the
circumstances surrounding his discharge, and therefore we recommend
his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that at the time of his
discharge on 22 January 2007, his reentry (RE) code was 2Q.
