APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Gallant Unit Citation
(GUC), Air Force Organizational Excellence Award (AFOEA) with one oak leaf
cluster (1OLC), and the Air Force Expeditionary Service Ribbon (AFESR).
Examiner’s Note: The applicant withdrew his request for the GUC and AFOEA
after reviewing AFPC/DPSIDR’s opinion and is; therefore, only requesting
the AFESR.

APPLICANT CONTENDS THAT:
He was deployed to the Warrior Preparation Center from Jun 99 to Nov 99 for
the purpose of cataloging intelligence reports from the Kosovo Campaign.
The AFESR was not approved until after he had retired and is not reflected
in his records.
He was assigned at the Air Force Special Operations Command (AFSOC) from
Feb 99 to Feb 01 and this assignment covered the period of the AFOEA
awarded under Special Order G-180.
He was detailed to AFSOC/AO during his assignment for administrative
support for periods of up to 30 days and he believes it qualifies him for
the award of the GUC covered under Special Order G-046.
In support of his request, the applicant provided two web pages from the
Air Force Personnel Center’s Awards and Decorations website.

STATEMENT OF FACTS:
The applicant served in the Regular Air Force from 12 May 83 to 31 May 03
and is credited with 20 years and 19 days of active service. He was
retired on 1 Jun 03 in the grade of technical sergeant.
Records indicate the applicant was assigned to AFSOC from 1998 to 2002.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states they are unable to verify the
applicant’s assigned unit at AFSOC received the GUC or the AFOEA during the
period he was assigned.
In regards to the AFESR, the AFESR is awarded to Air Force active duty,
Reserve and Guard personnel who complete a contingency deployment after 1
Oct 99. The applicant served in support of Operation ALLIED FORCES from 24
Mar 99 to 10 Jun 99, which makes him ineligible for award of the AFESR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
After reviewing the AFPC/DPSIDR opinion, the applicant withdrew his request
for the GUC and AFOEA.
He states he was assigned to the Warrior Preparation Center for 179 days
until Dec 99 in support of Operation ALLIED FORCES. The applicant further
states this can be verified by his enlisted performance report for this
period plus the temporary duty reflected in his master travel file. The
award used to support the staff advisory opinion is not reflective of his
support of this contingency and only covers a small period for that which
he was actually assigned.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. Therefore,
in the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
