APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Organizational Excellence Award (AFOEA) w/2nd Oak Leaf Cluster (OLC).

APPLICANT CONTENDS THAT:
He recently received information concerning award of the AFOEA to
Headquarters, Air Mobility Command (AMC). The inclusive period was from 1
Jun 04 to 31 May 06. He was assigned to Dover AFB, DE (an AMC base) during
a portion of this period.
In support of his request, applicant provided his personal statement,
copies of his DD Form 214, Certificate of Release or Discharge from Active
Duty and DD Form 215, Correction to DD Form 214, Certificate of Release or
Discharge from Active Duty, a Meritorious Service Medal Citation, and the
Annual Unit Award Winners Announcement.

STATEMENT OF FACTS:
On 31 Aug 04, the applicant was honorably relieved from active duty and
retired in the grade of CMSgt. He was credited with 32 years and 21 days
of total active duty service to include 8 years, 10 months, and 18 days of
Foreign Service.
AFPC/DPPSIDR verified the applicant’s entitlement to the Global War on
Terrorism Service Medal (GWOT-S) and a DD Form 215 has been issued with
this change.

AIR FORCE EVALUATION:
HQ AFPC/DPPSIDR recommends disapproval of the applicant’s request for the
AFOEA w/2OLC. DPPSIDR states the AFOEA was established on 26 Aug 69 to
recognize unique, unnumbered organizations/units that have performed
exceptionally meritorious service for a nominated time period. AMC Special
Order G-234 does not include the 436th Operations Squadron (OS) as sharing
in the award of the AFOEA. The applicant was assigned to a numbered unit
(436th OS); this makes him ineligible for award of the AFOEA. Applicant
was not directly assigned to the Headquarters.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 2 Nov 07, a copy of the Air Force evaluation was forwarded to the
applicant for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. Therefore,
in the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
