APPLICANT REQUESTS THAT:
The Armed Forces Expeditionary Medal (AFEM), the Presidential Unit
Citation (PUC), the Air Force Outstanding Unit Award (AFOUA), and
the Air Force Organizational Excellence Award (AFOEA) be added to
his record.
On 12 Sep 06, applicant amended his request to include award of the
PUC and the AFOEA only.

APPLICANT CONTENDS THAT:
Although he is entitled to the medals and awards, he never received
them nor were they listed on his DD Form 214.
In support of his appeal, applicant submitted a personal statement;
an extract from a Report of Individual Personnel (RIP), prepared
28 Apr 75, listing his honors information (citations, awards and
decorations), and a listing of approved operations for the AFEM.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 15 Jan 71 and was
discharged for immediate reenlistment on 4 May 75. On 5 May 75, he
reenlisted in the grade of sergeant (E-4) for a period of four
years.
On 23 Nov 77, he was honorably discharged from active duty under
the provisions of AFR 39-10. He was credited with 6 years,
10 months, and 9 days of active duty service, with 8 months and
21 days of foreign service.
Applicant was awarded the Air Force Good Conduct Medal, with one
oak leaf cluster, w/(1OLC). On 10 Aug 06, applicant’s records were
administratively corrected to list the AFOUA, Valor and 3OLCs,
AFGCM, w/1OLC, National Defense Service Medal (NDSM), AFEM, w/one
bronze service star (1BSS), VSM, Air Force Longevity Service Award
(AFLSA), and the Republic of Vietnam Campaign Medal (RVNCM).

AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended denial of
the PUC and the AFOEA. The PUC is conferred on units of the armed
forces of the United States and of cobelligerent nations, for
extraordinary heroism in action against an armed enemy on or after
7 Dec 41.
The AFOEA is awarded to Air Force internal organizations that are
entities within larger organization. They are unique, unnumbered
organizations or activities that perform functions normally
performed by numbered wings, group, squadrons, etc.
They were unable to verify applicant’s entitlement to the PUC or
the AFOEA. (EXAMINER’S NOTE: DPPPR was unable to verify
eligibility for the PUC at any units the applicant was assigned
during his career).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant noted several errors in the evaluation. He gave a
background of the circumstances surrounding his service in Thailand
and in the CONUS. Additionally, he believes he was awarded the
AFOEA.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took notice
of the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
