APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Bronze Star
Medal with one Oak Leaf Cluster (BSM w/1 OLC), Meritorious Service
Medal with one Oak Leaf Cluster (MSM w/1 OLC, Air Force Achievement
Medal with three Oak Leaf Clusters (AFAM w/3 OLCs), Afghanistan
Campaign Medal (ACM), Iraq Campaign Medal (ICM), Global War on
Terrorism Expeditionary Medal (GWOT-E), and the Korean Defense Service
Medal (KDSM).

APPLICANT CONTENDS THAT:
These awards and decorations were awarded after his DD Form 214 was
completed and they should be added to his discharge certificate.
In support of his request, the applicant provided copies of special
orders, awards, citations, travel orders and vouchers.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 24 April
1981, as an airman basic (AB) for a period of four years.
The applicant’s DD Form 214 reflects he was awarded the Aerial
Achievement Medal, Air Force Commendation Medal with five Oak Leaf
Clusters (AFCM w/5 OLCs), Meritorious Service Medal (MSM), Air Force
Achievement with two Oak Leaf Clusters (AFAM w/2 OLCs), Professional
Military Education Ribbon with one Oak Leaf Cluster, Combat Readiness
Medal with four Oak Leaf Clusters (CRM w/4 OLCs), Small Arms Expert
Marksmanship Ribbon with one Oak Leaf Cluster (SAEMR w/1 OLC),
Antarctic Service Medal, National Defense Service Medal with one Oak
Leaf Cluster (NDSM w/1 OLC), Air Force Overseas Long Tour Ribbon, Air
Force Overseas Short Tour Ribbon, Armed Forces Service Medal (AFSM),
Southwest Asia Service Medal, Air Force Training Ribbon, Air Force
Longevity Service Award with four Oak Leaf Clusters (AFLSA w/4 OLCs),
Armed Forces Expeditionary Medal (AFEM), NATO Medal, Joint Meritorious
Unit Award (JMUA), Air Force Outstanding Unit Award with four Oak Leaf
Clusters (AFOUA w/4 OLCs), and the Air Force Good Conduct Medal with
six Oak Leaf Clusters (AFGCM w/6 OLCs).
The applicant was honorably retired on 1 May 2003 in the grade of
master sergeant (MSgt). He served 22 years and 7 days of active duty
service.
On 1 September 2006, a DD Form 215 was issued adding the BSM w/1 OLC,
MSM w/1 OLC, AFAM w/3 OLC, ACM, GWOT-E, GWOT-S, KDSM, and AFESR w/GB
to his records. Therefore the only remaining issue before the Board
is the award of the ICM.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the requested relief be denied. HQ
AFPC/DPPPR states they were unable to verify the applicant’s
entitlement to the ICM. No official documentation was located in the
applicant’s records to verify he served in Iraq to be eligible for the
ICM. They further stated documents the applicant provided reflect he
served in Afghanistan and not Iraq.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant 15
September 2006, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice. As
stated the applicant’s records were administratively corrected to
reflect the award of BSM w/1 OLC, MSM w/1 OLC, AFAM w/3 OLC, ACM, GWOT-
E, GWOT-S, KDSM, and AFESR w/GB. No official documentation was
located in the applicant’s official records to verify he served in
Iraq. Without official documentation to verify the applicant served
in Iraq his entitlement to the ICM cannot be verified. Therefore, in
the absence of evidence to the contrary, we find no compelling basis
to recommend granting the relief sought in this application. However,
should the applicant provide documentation substantiating he was
deployed to Iraq, this Board would be willing to review the materials
for possible reconsideration.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
