APPLICANT REQUESTS THAT:
He be awarded the Air Force Good Conduct Medal (AFGCM), seventh Oak
Leaf Cluster (7 OLC).

APPLICANT CONTENDS THAT:
He believes he is entitled to this medal, but was denied due to an
oversight.
In support of his request, the applicant submits copy of his DD Form
214, Certificate of Release or Discharge from active duty.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 19 July 1982. He
was progressively promoted to the grade of master sergeant and retired
in that grade on 1 October 2005. He served a total of 23 years, 2
months and 12 days active duty service. His DD Form 214 issued in
conjunction with his 1 October 2005 retirement, indicates that he was
awarded the Meritorious Service Medal, the Air Force Commendation
Medal, w/4 OLCs, the Air Force Achievement Medal, w/1 OLC, the Army
Achievement Medal, the Humanitarian Service Medal, the National
Defense Service Medal w/1 OLC, the Armed Forces Service Medal, the
Armed Forces Expeditionary Medal, the Kosovo Campaign Medal, the
Global War on Terrorism Service Medal, and the Air Force Good Conduct
Medal w/6OLCS. On 2 May 2006, the applicant’s records were
administratively corrected to reflect the North Atlantic Treaty
Organization Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states the AFGCM is awarded to
Air Force enlisted personnel for exemplary conduct during a three-year
period of active military service, or for a one-year period of service
during a time of war.
According to DPPPR, the applicant served on active duty from 19 July
1982 to 30 September 2005 (23 years, 2 months and 12 days) and was
awarded the basic AFGCM w/6 OLCs as annotated on his DD Form 214. A
member must serve 24 years of active duty military service to be
eligible for the AFGCM w/7 OLCs.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 5
May 2006 for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, the Board
was not persuaded that he should be awarded the AFGCM 7 OLC. The
Board notes a member must serve 24 years of active duty military
service to be eligible for the AFGCM 7 OLC. Since the applicant
completed less than 24 years of service, he does not meet the criteria
for an additional OLC to the AFGCM. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
