APPLICANT REQUESTS THAT:
His records be corrected to show he served in Vietnam on Temporary
Duty (TDY) from September 1967 through September 1968.

APPLICANT CONTENDS THAT:
While assigned to the 388th Combat Support Group, Korat RTAFB,
Thailand, from September 1967 through September 1968, he performed TDY
in Vietnam repairing aircraft.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
3 February 1965 for a period of 4 years. During the period in
question, he was assigned to the 388th Field Maintenance Squadron,
Korat RTAFB, Thailand.
He was discharged with an Honorable Discharge on 1 February 1967. He
had 3 years, 7 months and 24 days of total active Service.
His DD Form 214 reflects award of the Air Force Good Conduct Medal,
National Defense Service Medal, Vietnam Service Medal w/1 Bronze
Service Star, Republic of Vietnam Campaign medal and 11 months and
26 days foreign and or sea service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states in part, the applicant’s
military personnel records do not contain any documents that confirm
any TDYs or flights into Vietnam. He has already stated in his
application that he does not have any documents that show he was TDY
or any flight records that show he was in Vietnam. Based on a review
of his records they could not find anyghing that supports his claim
that he served in Veitnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states in part that he never said he served in Vietnam
either on a TDY or permanent change of station status. What he has
explained regarding these incidents is that they were impromptu and
voluntary. They were simply a group of servicemen doing their jobs.
They would load parts, tools and board a C-130 aircraft, fly to the
damaged aircraft, make the necessary repairs so that it could be flown
to home base, and they were on a plane headed back to Korat RTAFB,
Thailand. He is not privy to military records and does not know
whether these trips were recorded or intentionally omitted. Anyone
associated with that conflict knows that many incidents were never
recorded, and indeed the government itself was reluctant to reveal
many of the activities they were involved in. He filed a claim for
“service-connected” disability compensation with the Veterans Affairs
office, which denied his claim, because of lack of documentation in
his service record regarding his service in Vietnam.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence, the Board is not persuaded the applicant’s records
should be corrected to show he served in Vietnam. The Board agrees
with the opinion and recommendation of the Air Force office of primary
responsibility and adopts its rationale as the basis for their
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, the
Board finds no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
