APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to show entitlement to the
Presidential Unit Citation (PUC).

APPLICANT CONTENDS THAT:
He is entitled to the PUC that was awarded to the 388th Tactical
Fighter Wing (388th TFW). At the time of his discharge in 1975,
the citation may not have been awarded to the 388th TFW.
He was stationed at Korat RTAFB, Thailand 1 Jun 71 to 1 Jun 72,
with the 388th TFW.
In support of his request, the applicant provides a personal
statement, copies of his DD Forms 214, and a letter from the Air
Force Recognition Branch,

STATEMENT OF FACTS:
The applicant served on active duty in the Regular Air Force from
4 Sep 52 to 31 Aug 75.
The PUC is awarded to units of the Armed Forces of the United
States and cobelligerent nations, for extraordinary heroism in
action against an armed enemy on or after 7 Dec 41. The unit
must display such gallantry, determination, and espirt de corps
in accomplishing its mission as to set it apart from and above
other units participating in the same campaign.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states, no official
documentation could be located that verifies the applicant was
attached to the 388th Tactical Fighter Wing (388th TFW) in
Thailand, or that the 388th TFW was ever submitted for, or
awarded the PUC.
DPSIDR verified the applicant served with the 388th Civil
Engineering Squadron (388th CES), at Korat RTAFB, Thailand;
however, they were unable to verify the 388th CES was ever
submitted for, or awarded the PUC.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 25 Jan 12, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. To date, a
response has not been received (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered

Applicant needs to provide official documentation to verify his unit(s) received the PUC during the time he was assigned to the units. There is no evidence that the 18th TFW, 18th AMS, or 432nd AMS received the PUC during the time applicant was assigned to these units.
