APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Air Force Outstanding
Unit Award (AFOUA).

APPLICANT CONTENDS THAT:
He served with the 23rd Tactical Fighter Wing (TFW) at England AFB,
Louisiana from July 1990 to January 1992. The AFOUA was awarded to
the 23rd TFW for the period April 1989 to March 1991.
Applicant's complete submission is attached at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 9 February 1990 as
an airman basic for a period of four years.
His DD Form 214 reflects he was awarded the Air Force Training Ribbon,
National Defense Service Medal and no foreign service.
On 26 August 2003, AFPC/DPPPR informed the applicant that the 23rd TFW
was awarded the AFOUA for the period 1 April 1989 to 31 March 1991;
however, his records reflect that his unit of assignment was the 23rd
Communications Squadron (CS). The 23rd CS was awarded the AFOUA for
the period 4 June 1992 to 22 February 1993. They further informed him
that he was not eligible to share in the unit’s award because it was
awarded after he separated from active duty. He was also informed
that parent and subordinate units do not share each others unit
awards. AFPC/DPPPR requested the applicant withdraw his request. The
applicant did not respond.
Applicant was honorably discharged on 27 January 1992, with severance
pay with a disability rating of 20 percent. He served 1 year, 11
months and 19 days of active service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR states the applicant has not provided any documentation
to support his request. The applicant was not assigned to the 23rd
TFW and is not eligible for any unit awards earned by that unit. The
23rd CS did earn the AFOUA, but not during the period the applicant
was assigned to the unit. Therefore, the applicant’s DD Form 214 is
correct and he is not eligible for any additional unit or individual
awards or decorations.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
21 November 2003, for review and response. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt their rationale as the basis for our conclusion that
the applicant has not been the victim of an error or an injustice.
The applicant contends his unit was awarded the AFOUA for the period
April 1989 to March 1991. The evidence of record indicates the
applicant's parent unit was awarded the AFOUA for the period 1 April
1989 to 31 March 1991, however, there is no evidence the applicant's
assigned unit was eligible for the award for that time period.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
