APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Distinguished Unit
Citation (DUC) and the Korean Service Medal with two Bronze Service
Stars (KSM w/2 BSS).

APPLICANT CONTENDS THAT:
His DD Form 214 did not reflect his DUC and his KSM w/2BSS. He was
assigned to the 17th Bomb Wing and the 34th Bomb Squadron and they
were awarded the DUC and KSM.

STATEMENT OF FACTS:
Applicant’s military records were destroyed in the 1973 fire at the
National Personnel Records Center (NPRC).
The available records revealed the applicant served on active duty
from 23 July 1951 through 22 July 1955. The DD Form 214 reflects he
was awarded the Korean Service Medal (KSM), United Nations Service
Medal (UNSM) and the National Defense Medal (NDM) and that he was
assigned to the 28th Logistics Support Squadron. He served four years
of active duty military service.
Special Order Number 67 dated 4 October 1954 awarded the applicant the
Good Conduct Medal (GCM) for the period 23 July 1951 through 22 July
1954.
On 21 April 2003, HQ AFPC/DPPPRA informed the applicant that a review
of his military personnel record verified his entitlement to the NDSM,
KSM, and UNSM which are reflected on his DD Fm 214 and it was also
determined he was entitled to the GCM and that his records would be
corrected administratively to add the medal to his records. They
further informed the applicant that his entitlement to the DUC w/2 BSS
could not be verified.
On 2 May 2003, a DD Form 215 was issued adding the GCM to the
applicant’s DD Form 214.
On 23 March 2005, the Promotions, Evaluation and Recognition Division,
responded to a request the applicant had submitted to the NRPC
informing him that they were unable to verify his assignment in Korea
and his eligibility to the DUC. However, they were able to verify he
was eligible for the Korean War Service Medal.
On 20 July 2005, a DD Fm 215 was issued adding the Republic of Korea
Korean War Service Medal to the applicant’s DD Fm 214.

AIR FORCE EVALUATION:
AFPC/DPPPR states the DUC is now the Presidential Unit Citation (PUC).
It is awarded to units of the Air Force for extraordinary heroism in
the action against an armed enemy on or after 7 December 1941. The
unit must have displayed gallantry, determination and espirt de corps
as to set it apart from and above other units participating in the
same campaign. The applicant’s reconstructed personnel records do not
reflect he was assigned to the 34th Bomb Squadron. AFPC/DPPPR further
states they were unable to verify his unit of assignment for his
foreign service. Although the applicant provided documentation he
wanted to use as evidence, unfortunately it is not an official
military document and cannot be used in support of his request.
Therefore, they recommend the requested belief be denied.

Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and states although
his records were destroyed by fire he submitted three statements from
individuals who served with him in the 34th Bomb Squadron. He also
requests reconsideration of using the Thunder Birds documents to
verify his entitlement to these awards (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took note of the
documentation the applicant provided in support of his request for
award of the PUC; however, the Board majority agrees with the opinion
and recommendation of the Air Force and adopt its rationale as the
basis for their decision that the applicant has failed to sustain his
burden that he has suffered either an error or an injustice. Although
the applicant provided documentation in support of his request; the
majority of the Board notes that the documentation he provided was not
a military document and there is no evidence in the available military
records to substantiate his request. Therefore, in the absence of the
evidence to the contrary, the Board majority finds no compelling basis
to recommend granting the relief sought in this application.

RECOMMENDATION OF THE BOARD:
The majority of the panel finds insufficient evidence of error or
injustice and recommends the application be denied.

SUBJECT: AFBCMR Application of
I have carefully reviewed the evidence of record and the
recommendation of the Board members. The majority found that applicant
had not provided sufficient evidence of error or injustice and
recommended the case be denied. I concur with that finding and their
conclusion that relief is not warranted. Accordingly, I accept their
recommendation that the application be denied.
