APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer
or Discharge, be corrected to reflect:
a. Item 26, Decorations Medals, Badges, Commendations,
Citations and Campaign Ribbons Awarded or Authorized to include the
Good Conduct Medal (GCM), Presidential Unit Citation (PUC),
Sharpshooter Badge, and Aircrew Members Badge/Wings.
b. Item 28, College Schools or Colleges, College Training
Courses and/or Post-Graduate Courses Successfully Completed to include
Loadmaster School.

APPLICANT CONTENDS THAT:
The decorations and course was never originally listed on his DD Form
214.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 17 December
1952, as an airman basic (AB) for a period of four years.
Special Order 16 dated 24 March 1956 awarded the applicant the GCM for
the period 17 December 1952 to 16 December 1955.
His DD Form 214 reflects he was awarded the United Nations Service
Medal (UNSM), National Defense Service Medal (NDSM) and the Korean
Service Medal (KSM).
The applicant was honorably separated on 7 December 1956. He served 3
years, 11 months and 21 days of active duty service with 1 year, 11
months and 20 days of foreign and or sea service.
On 14 March 2006, a DD Form 215 was issued to add the GCM,
Sharpshooter Badge, Aircrew Member Badge and Aircraft Loadmaster
Course 1954 to the applicant’s DD Form 214. Therefore the only issue
for consideration by the Board is the award of the PUC.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the requested relief be denied. They state the
applicant was assigned to a unit that was awarded the Republic of
Korea Presidential Unit Citation (ROKPUC) for the period 1 July 1951
to 27 July 1953. The applicant did not arrive to the unit until
14 November 1953 and therefore, is not entitled to the award.
A complete copy of the evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
28 April 2006, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took note of the
documentation the applicant provided in support of his request for
award of the PUC; however, the Board agrees with the opinion and
recommendation of the Air Force and adopt its rationale as the basis
for their decision that the applicant has failed to sustain his burden
that he has suffered either an error or an injustice. Although a
review of the applicant’s military records found he was assigned to
the 22nd Troop Carrier Squadron, 374th Troop Carrier Wing which was
awarded the ROKPUC for the period of 1 July 1951 to 27 July 1953, the
applicant did not arrive to the unit until 14 Novemeber 1953 and is
not eligible for the ROKPUC. Therefore, in the absence of the
evidence to the contrary, the Board finds no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The applicant did not provide any documentation to verify his entitlement to the PUC and the KSM w/1 SSS and 3 BSS.
