APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active Duty, be
corrected to reflect award of the Air Medal (AM), Air Force Outstanding
Unit Award with Valor & One Oak Leaf Cluster (AFOUA w/V & 1OLC), Republic
of Vietnam Gallantry Cross with Palm (RVNGC w/P) and campaign ribbons.

APPLICANT CONTENDS THAT:
For unknown reasons the requested awards and decorations were not listed on
his DD Form 214.
In support of his request, applicant provided an awards element memorandum
from Headquarters Seventh Air Force, copies of letters of appreciation, and
the 366th Fighter Group Association History in Vietnam.

STATEMENT OF FACTS:
The applicant served on active duty in the Regular Air Force from 26 Sep 61
to 25 Sep 69 as a Freight Traffic Specialist. He served in Vietnam from 14
Sep 67 to 13 Sep 68 with the 366th Transportation Squadron. He was
honorably discharged with a total of eight years of active military
service.
The applicant’s DD Form 214 reflects award of the Air Force Good Conduct
Medal w/ One Bronze Oak Leaf Cluster, Small Arms Expert Marksmanship
Ribbon, Air Force Longevity Service Award, National Defense Service Medal,
Air Force Outstanding Unit Award, Vietnam Service Medal, w/ One Bronze
Service Star, Republic of Vietnam Campaign Medal, and Air Force
Commendation Medal,

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of the applicant’s request for award of the
Air Medal. They were unable to find evidence of a recommendation for, or
award of the AM in his records. The applicant was an enlisted
Transportation member and had no “A” prefix on his AFSC that would indicate
flying status. With his duties, there would be no reason for member to
conduct sustained activities awarding him the Air Medal. The applicant
provided an awards element memorandum from Headquarters Seventh Air Force;
however, this is a standard memorandum used by units during Vietnam. This
memo is available on the web; which allows individuals to manipulate the
form. DPPPR has seen these memorandums in the past, where individuals
place their names under the “awards elements” block.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He is aware his AFSC did not have an “A” after it and concurs with this
reasoning, but strange things sometimes happen in war. The Seventh Air
Force memorandum used the term “Air Medal.” He would imagine that it was
supposed to be something else, but he does not know what. He disputes the
comment in the advisory opinion that alleges he copied the memorandum from
the internet and manipulated the document for his own purpose. He received
the memorandum in 1969 while stationed at Stewart AFB. The internet did
not even exist yet.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and the recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or an injustice. The
documentation provided by the applicant and his military records do not
substantiate award of the Air Medal. Therefore, in the absence of evidence
to the contrary, we find no compelling basis to recommend granting the
relief sought in this application.
4. The Air Force has verified the member’s entitlement to the AFOUA w/V &
1OLC, RVNGC w/P, and 2 Bronze Service Stars to the Vietnam Service Medal
and has administratively corrected his records to include these medals.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
