APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Vietnam Service
Medal (VSM), the National Defense Service Medal and any other awards
not listed on his DD Form 214.

APPLICANT CONTENDS THAT:
The awards are not listed on his DD Form 214. He also requests the
awards to be able to receive his Veterans Affairs (VA) benefits.
In support of his request, the applicant provided a copy of his DD
Form 214.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 3 November
1965, as a basic airman for a period of four years.
The applicant’s AF Form 7 reflects he served in Japan from 26 April
1966 through 25 April 1968.
The applicant was honorably released from active duty on 12 February
1969 in the grade of airman fist class (A1C). He served 3 years, 3
months and 10 days of active duty service.
On 4 October 2006, a DD Form 215, Correction to DD Form 214,
Certificate of Release or Discharge from Active Duty was issued adding
the Air Force Outstanding Unit Award with one Oak Leaf
Cluster (AFOUA w/1 OLC) and the Republic of Vietnam Gallantry Cross
with Palm (RVNGC w/P).

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial. They state the VSM is awarded to
servicemembers who, between 4 July 1965, and 28 March 1973, served in
Southeast Asia. The applicant had an overseas tour in Japan. The
applicant did not provide any documentation to substantiate his
entitlement to the VSM and they were unable to verify he had any
assignments in the areas of eligibility for the VSM. They verified
the applicant’s entitlement to the NDSM and this award is listed on
his DD Form 214. Furthermore, his entitlement to the AFOUA w/1 OLC
and the RVNGC w/P was verified and his records will be updated to
reflect these awards.
A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and states he concedes
that he was stationed in Japan; however, his unit 6091st
Reconnaissance Squadron was in Thailand and moved to Danang Air Base,
Republic of Vietnam. The applicant has provided in support of his
request documentation from the Air Force Historical Research Agency
showing the history of the 6091st Reconnaissance Squadron (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. After reviewing the
documentation submitted, we believe, the applicant has provided
sufficient evidence to support award of the VSM. The applicant
submitted a copy of the history of the 6091st Reconnaissance Squadron
from the Historical Research Agency showing his unit was TDY on
several occasions to Vietnam in 1967. With no basis to question the
applicant’s integrity, and in recognition of his service to the
Nation, it is our opinion that any doubt should be resolved in the
applicant's favor. Therefore, we recommend his records be corrected
to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was awarded the
Vietnam Service Medal.
