APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Presidential Unit
Citation (PUC) and the World War II Victory Medal (WWIIVM).
EXAMINER’S NOTE: On 15 August 2006, a DD Form 215 was issued adding
the WWIIVM and the Army of Occupation medal to the applicant’s record.
Therefore the only remaining issue before the Board is the award of
the PUC.

APPLICANT CONTENDS THAT:
He did not receive the PUC and WWIIVM due to an administrative
oversight at the time of his discharge.
In support of his application, applicant provided a statement.

STATEMENT OF FACTS:
The applicant’s records reflect he enlisted in the Air Corps (AC) of
the Army of the United States (AUS) on 9 September 1942.
The applicant’s Enlisted Record and Report of Separation Honorable
Discharge reflects he was awarded the Good Conduct Medal with four
Overseas Bars and the Asiatic Pacific Theater Ribbon with two Bronze
Battle Stars.
The applicant’s Enlisted Record and Report of Separation Honorable
Discharge, Section 34-Wounds Received In Action lists none.
The applicant was honorably discharged on 21 October 1945 in the grade
of sergeant (Sgt). He served 3 years, 1 month and 13 days of active
service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the requested relief be denied. DPPPR states
due to the applicant’s limited military record, they could not locate
any documentation that reflected the applicant’s unit of assignment.
Furthermore, the applicant has not provided any documentation to
substantiate his request.
A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant 25
August 2006, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
servicemember has not been the victim of an error or an injustice.
The applicant did not provide any documentation to support his request
and AFPC/DPPPR was unable to find any documentation in his limited
military records to reflect the units the applicant was assigned.
Unfortunately, without official evidence showing the units the
applicant was assigned too was awarded the PUC, his entitlement for
the PUC cannot be verified. While we are not unmindful or
unappreciative of the applicant’s service to his Nation, in the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
