APPLICANT REQUESTS THAT:

Her Officer Selection Record (OSR) be corrected to reflect  her  Acquisition
Professional Development Program (APDP) Level I Certification  (10  December
2003), and ADPD Level II Certification   (15 April 2006); the award  of  her
Master's Degree dated 10 February  2006;  her  deployment  history  data  be
corrected to reflect deployment for the period of  5  October  2005  through
15 February 2006; the award of the Joint Service Commendation  Medal  (JSCM)
dated 9 January 2006; her Warrants-SAT (24 August 2005) and $5  million  (24
September 2005) and her experience level of 45 months total and  12  month's
systems in her OSR; and she be considered  for  a  Special  Selection  Board
(SSB) for the L9906A 2006 Force Shaping Board.

APPLICANT CONTENDS THAT:

The series of events surrounding her attempts to correct her records are  as
follows:

      In January 2006, her Commander Support Squadron (CSS)  sent  her  pre-
selection brief  via  email  while  she  was  deployed.  She  annotated  her
deployment time; education level, APDP  level  and  JSCM  were  missing  and
asked her CSS to update.

      In February 2006, she contacted AFPC and sent them a copy of her  JSCM
to update her file.

      On 20 March 2006, she contacted the Career Personnel Flight  (CPF)  to
update APDP Level (CPF) and they stated they would take care of it.

      On 11 May 2006, she contacted CPF again to update APDP Level.
In  support  of  her  request,  applicant  provided  a  personal  statement,
certifications,  officer's  surf,  personal  data  sheet,  AF   Form   3538,
Retention Recommendation and a letter of support.

STATEMENT OF FACTS:

Applicant is currently serving in the Regular Air  Force  in  the  grade  of
captain, with a date of rank of 26 April 2006.

On 10 April 2006, applicant was considered and not selected  by  the  L9906A
Force Shaping Board.

AIR FORCE EVALUATION:

AFPC/DPPRF recommends denial and states  approximately  120  days  prior  to
being considered by the Force Shaping Board, all eligible officers  received
an Officer Pre-selection Brief (OPB). The OPB contains the information  that
will appear  on  the  OSB  for  the  upcoming  board.  Written  instructions
attached to the OPB instruct the officer to carefully examine  their  record
for completeness and accuracy. If any errors are  found,  corrective  action
must be taken prior to  the  selection  board,  not  after  it.  Acquisition
Profession Development Program Certifications are  not  items  reflected  on
the OSB. Therefore, the  applicant's  request  for  SSB  consideration  with
inclusion of her Acquisition Professional Development Program  (APDP)  Level
I Certification and her APDP Level  II  Certification  are  unfounded  since
this data was not taken into consideration. The only way  to  ensure  L9906A
board members were aware the applicant  had  received  these  certifications
would have been to write a letter to the board  president.  DPPRF  found  no
evidence the applicant elected to write such a letter.

The  applicant's  request  for  SSB  consideration  with  inclusion  of  her
Master's Degree awarded 10 February 2006 is unfounded since  this  data  was
not taken into consideration by the Force Shaping Board. According  to  MPFM
05-50 Line of the Air Force (LAF) Officer Shaping Boards, dated  2  December
2006, the Academic Education area of the OSB  "holds  only  bachelor  degree
data." Advanced academic degrees were masked for this board.

The  applicant's  request  for  SSB  consideration  with  inclusion  of  her
deployment time is unfounded since this data was on her OSB  and  was  taken
into consideration by the Force Shaping Board.

The applicant's request for SSB consideration with inclusion  of  her  JSCM,
awarded on 9 January 2006, is unfounded since this data was on her OSB,  the
order was included in her OSR, and it was taken into  consideration  by  the
Force Shaping Board.

The  applicant's  request  for  SSB  consideration  with  inclusion  of  her
Warrants-SAT and $5 million and her experience level of 45 months total  and
12  months  systems  is  unfounded  since  this  data  was  not  taken  into
consideration by the Forcing Shaping Board. According to MPFM 05-50 Line  of
the Air Force (LAL) Officer Force Shaping Boards dated 2 December 2006,  the
Acquisition Corps area of the OSB does not  apply.  Specifically,  the  MPFM
states, "FSB Eligible officers will not have completed the requirements  for
entry in to the Acquisition Corps, so this block does not apply."  The  only
way to ensure the  L9906A  board  members  were  aware  of  the  applicant's
experience in the Acquisition Corps would have been to  write  a  letter  to
the board president. DPPRF found no evidence the applicant elected to  write
such a letter.

AFPC/DPPPO recommends denial based on AFPC/DPPRF's findings.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the  applicant  on  14
July 2006, for review and comment within  30  days.   However,  as  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice. After reviewing the evidence of record,  we
are not persuaded the applicant’s records  are  in  error  or  unjust.   The
applicant’s contentions are noted; however, in  our  opinion,  the  detailed
comments provided by the appropriate Air Force  offices  adequately  address
those   allegations.   Therefore,   we   agree   with   the   opinions   and
recommendations of the Air  Force  offices  of  primary  responsibility  and
adopt their rationale as the basis for our  conclusion  that  the  applicant
has not been the victim  of  an  error  or  injustice.  In  the  absence  of
persuasive evidence  to  the  contrary,  we  find  no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
