APPLICANT CONTENDS THAT:
He participated in over 100 bombing missions over Vietnam as a crew
chief for a B-52 bomber.

STATEMENT OF FACTS:
He enlisted in the Regular Air Force on 2 May 1966. He was
progressively promoted to the grade of staff sergeant with a date of
rank (DOR) of 1 July 1969. He served as a Crew Chief member of the
“Arc Light” Bomb Task Force and was deployed in the Far East in direct
support of Strategic Air Command (SAC) missions in Southeast Asia with
the 70th Organizational Maintenance Squadron (OMS), 70th Bomb Wing
from 2 September 1966 to 29 December 1969. On 29 December 1969, he
was released from active duty under the Early Release of First Term
Airmen and transferred to the Air Force reserve (AFR). He had served
with the Regular Air Force for 3 years, 7 months, and 28 days.

AIR FORCE EVALUATION:
AFPC/DPPPR was able to verify his entitlement to the Air Force
Outstanding Unit Award (AFOUA) and his entitlement to four Bronze
Service Stars for his Vietnam Service Medal (VSM) while assigned to
the 70th OMS, 70th Bomb Wing from September 1966 to December 1969.
DPPPR, under the assumption the applicant actually requested award of
the Air Medal (AM) vice the Air Combat Medal (that does not exist),
could not locate any official documentation to show he was officially
submitted for award of the AM. Therefore, while DPPPR will correct
his DD Form 214 to reflect award of the AFOUA and the 4BSS to his VSM,
they recommend denial of his request for the award of the AM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
21 July 2006 for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. While the Air Force was able to verify his
entitlement to the AFOUA and four Bronze Stars for his VSM, the Air
Force was unable to verify from the available record he was ever
submitted for the award of the Air Medal. Therefore, in the absence
of evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

He also completed three missions as a B-17F navigator. During World War II, the 8th Air Force had an established policy whereby a DFC was awarded upon the completion of 30 combat flight missions and an AM was awarded upon the completion of five missions. In 1944, the 8th Air Force required completion of 30 combat flight missions; however, the applicant did not complete 30 missions.
