APPLICANT REQUESTS THAT:

He be awarded the Airman’s Medal.

APPLICANT CONTENDS THAT:

In 1963, he was told he would receive the Airman’s Medal for saving  a
boy’s life.  Due to  the  earthquake  in  Anchorage,  Alaska  and  his
transfer to another base, his orders were never published.

In  support  of  his  request,  the  applicant  provides  a   personal
statement, a copy of his  DD  Form  214,  a  copy  of  his  Letter  of
Appreciation from the Boy  Scout  Troop  Scoutmaster,  and  copies  of
Letters of  Appreciation  from  his  Chain  of  Command.   Applicant’s
submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 14 November 1961 as
a Fire Protection Specialist.  On 12 November 1965, he  was  honorably
released from active duty, having served 3 years,  11  months  and  29
days on active duty.  He was transferred to the Air Force Reserve  for
completion of his military service obligation (13 November 1967).  His
DD Form 214 reflects he was awarded the Air Force Good Conduct Medal.

AIR FORCE EVALUATION:

HQ  AFPC/DPPPR  recommends  the  application  be  denied.   AFPC/DPPPR
advises they were  able  to  find  several  Letters  of  Appreciation;
however, they were unable to locate a recommendation for the  Airman’s
Medal or any  other  decoration.   The  AFPC/DPPPR  evaluation  is  at
Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant states that although the Airman’s Medal was not  recommended
in his Letters of Appreciation, he  was  told  he  would  receive  the
medal.  When he pulled the young man out  of  the  pool,  he  was  not
breathing and he had to administer CPR.  He hopes  that  the  Airman’s
Medal will be considered  since  it  would  mean  very  much  to  him.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.     Insufficient  relevant  evidence   has   been   presented   to
demonstrate the existence of error or injustice.  After reviewing the
evidence of  record  and  the  applicant’s  submission,  we  are  not
persuaded that he should be awarded the Airman’s Medal.   Applicant’s
contentions  are  duly  noted;  however,  we  do   not   find   these
uncorroborated  assertions,  in  and  by   themselves,   sufficiently
persuasive to override the  rationale  provided  by  the  Air  Force.
While it may be the applicant was told he would receive the  Airman’s
Medal, there is no documentation available showing that the award was
ever submitted.  In view of the above and in the absence of  evidence
by  the  applicant  substantiating  his  claim,  we  agree  with  the
recommendation of the Air Force and adopt the rationale expressed  as
the basis for our decision that the applicant has failed  to  sustain
his burden that he has suffered either  an  error  or  an  injustice.
Therefore, we find no basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of probable material  error  or  injustice;
that the application was denied without a  personal  appearance;  and
that the application will only be reconsidered upon the submission of
newly  discovered  relevant  evidence  not   considered   with   this
application.
