APPLICANT REQUESTS THAT:
He be awarded the Vietnam Service Medal.

APPLICANT CONTENDS THAT:
His records do not reflect that in 1968 he served in Vietnam for 30 days
and in China for 15 days. In addition, he supported the Vietnam war from
Yokota AB, Japan for three years.
In support of his request, applicant provided a performance report, his
Airman Military Record, and a document from the National Personnel Records
Center. His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Army Air Corps
on 22 Jan 46. He was progressively promoted to the grade of master
sergeant, having assumed that grade effective and with a date of rank of 1
Dec 65. He voluntarily retired from the Air Force on 31 Jul 69. He served
23 years, 4 months, and 08 days on active duty. He served in Japan from 20
Mar 66 to 20 Sep 69.

AIR FORCE EVALUATION:
AFPC/DPAPP1 recommends denial. DPAPP1 states there are no TDY orders,
travel vouchers, or any other documents in his Master Personnel Records
that confirm any TDY to Vietnam or China. He was asked to provide
documents to support his claim, but he did not respond to their request.
The DPAPP1 evaluation is at Exhibit C.
AFPC/DPPPR recommends denial. DPPPR states his records have no indication
that he was TDY to Vietnam while he was on active duty. Without documents
showing he was TDY to Vietnam for 30 consecutive days in direct support of
operations in Vietnam, or verification of foreign service, his eligibility
for award of the Vietnam Service Medal cannot be verified. The DPPPR
evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 5
Mar 04 for review and comment within 30 days. As of this date, this office
has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We find no evidence of error in this case
and after a thorough review of the documentation that has been submitted in
support of his appeal, we do not believe that he has suffered an injustice.
Other than his own assertions, we have seen no evidence by the applicant
that would lead us to believe that he served in the Republic of Vietnam
during the period in question for 30 consecutive or 60 nonconsecutive days
as required for award for the Vietnam Service Medal. Therefore, in the
absence of persuasive evidence to the contrary, we find no compelling basis
to recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
