APPLICANT REQUESTS THAT:

His record be  changed  to  show  he  was  awarded  the  Armed  Forces
Expeditionary Medal (AFEM) or campaign medal.

APPLICANT CONTENDS THAT:

He provided indirect support to the effort  in  Vietnam  when  he  was
stationed at Anderson AFB in Guam and should  be  awarded  either  the
AFEM or a campaign medal.

In support of his appeal, the applicant has provided copies of  orders
and his DD Form 214, Report of Transfer or Discharge.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant entered  the  Air  Force  on  21  April  1964.   He  was
progressively promoted to the grade of Airman First Class (A1C) with a
date of rank of 1 October 1965.  He served at  Anderson  AFB  in  Guam
from 1966 until his honorable discharge on 13 April 1968.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the  AFEM  is  awarded  to
members  of  the  US  Armed  Forces  who,  after  1  July  1958,  have
participated in a United States  military  operation  and  encountered
foreign, armed opposition, or were in  danger  of  hostile  action  by
foreign Armed Forces.  He never served  in  the  area  of  eligibility
(Vietnam) to be eligible for award of the AFEM or any  other  campaign
award during the time period he  served  in  Guam.   DPPPR  states  he
should provide official documentation that verifies he participated in
the area of eligibility.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
20 October 2006 for review and comment within 30  days.   As  of  this
date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was not  timely  filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the  basis
for our conclusion that the applicant has not been the  victim  of  an
error or injustice.  He failed to show he ever served in the  area  of
eligibility (Vietnam).  Therefore, in the absence of evidence  to  the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
