APPLICANT REQUESTS THAT:
1. His records be corrected to show he was awarded the Joint
Meritorious Unit Award (JMUA) for the period of 1 June 1985 to 31 May
1988.
2. Block 11 of his DD Form 214, Certificate of Release or Discharge
from Active Duty, be correct to add Air Force Specialty Code (AFSC)
30352.
3. Block 11 of his DD Form 214, be corrected to reflect the period of
service in AFSC 2E271 is 16 years 8 months versus 20 years.

APPLICANT CONTENDS THAT:
His personnel records were not properly reviewed prior to completion
of his DD Form 214.
In support of his request, the applicant submits a copy of his DD Form
214, excerpts from his personnel records, and a document showing the
JMUA was awarded to NATO AWACS E-3A for the period of 1 June 1985 to
31 May 1988.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 27 September 1976.
He was progressively promoted to the grade of master sergeant. He was
released from active duty ON 31 July 1997 and retired effective 1
August 1997.
His DD Form 214 reflects award of the Joint Service Commendation
Medal, the Air Force Commendation Medal, the Air Force Achievement
Medal with 1 Oak Leaf Cluster (OLC), the National Defense Service
Medal, and the Air Force Good Conduct Medal w/5 OLCs. He served a
total of 20 years, 8 months and 4 days of active duty service.

AIR FORCE EVALUATION:
DPPAC recommends partial grant. DPPAC states a thorough review of the
applicant’s military record substantiates that he performed duty in
AFSC 30352, Aircraft Control and Warning Radar Specialist for 3 years,
5 months and in AFSC 2E271, Electronic Computer and Switching Systems
Craftsman for 17 years and 3 months.
According to DPPAC Air Force Instruction 36-3202, Separation
Documents, 20 May 1994, states that item 11 of the DD Form 214 will
reflect the primary AFSC number and title and additional AFSC numbers
and titles in which the member served for one year or more.
The DPPAC evaluation, with attachments, is at Exhibit C.
DPPPR recommends denial of the applicant’s request for the JMUA.
DPPPR states that in accordance with DoD 1348.33-Manual, Chapter 4,
“the JMUA, awarded in the name of the Secretary of Defense, is
intended to recognize joint units and activities for meritorious
achievement or service, superior to that which is normally, expected.”
After consultation with the Joint Staff and researching DOD 1348.33-M
Appendix C, DoD Activities Awarded the JMUA; and the Air Force Unit
Awards Database their office located 2 awards of the JMUA to AFELM
NATO AWACS E-3A for the periods 7 August 1990 to 16 March 1991 and 1
October 2001 to 15 May 2002.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he concurs with the findings of adding the AFSC
30352 with the corrected dates amended to block 11 of DD Form 214 as
recommended.
However, he is at a loss as to why the Luke AFB Public Affairs Office,
would issue a base bulletin item stating the award of the JMUA to a
unit he was stationed without validity.
Upon further investigation of the additional units listed in the same
bulletin he found that some units were found in DoD 1348.33M and
others were omitted.
Since he does not have access to the original message, and only has a
copy of the bulletin item as proof, he must reluctantly agree with the
findings on this matter.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The Board notes that the evidence
of record substantiates the applicant performed duty in AFSC 30352,
Aircraft Control and Warning Radar Specialist and the Board believes
his record should correctly reflect his experience in that AFSC. In
regards to the applicant’s request for award of the JMUA, the Board
notes the AFELM NATO AWACS E-3A organization was not awarded the JMUA
for the period of 1 June 1985 to 31 May 1988 and therefore, the
applicant is not eligible for this award. Accordingly, we recommend
that his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to the APPLICANT be corrected to show that Block 11 (Primary
Specialty) on his DD Form 214, Certificate of Release or Discharge
from Active Duty, issued 31 July 1997, reflects Air Force Specialty
Codes 2E271 - Electronic Computer and Switching Systems Craftsman,
17 years, 3 months, and 30352 - Aircraft Control and Warning Radar
Specialist, 3 years, 5 months.

The pertinent military records of the Department of the Air Force
