APPLICANT REQUESTS THAT:

His records be corrected to show he was awarded the Joint Meritorious
Unit Award (JMUA) for the period 1 July 2001 to 30 June 2004 and  the
Air and Space Campaign Medal(ASCM).

APPLICANT CONTENDS THAT:

He should be awarded the  JMUA  for  support  of  Operation  Enduring
Freedom and Operation Iraq Freedom.  Prior to his terminal  leave  he
was told these awards would be added to his records and no action  on
his part was needed.

In support of his request, the applicant submits a  copy  of  Special
Order number AC-010010, AF Form 899, Request  and  Authorization  for
Permanent Change of Station - Military, and a copy  of  his  DD  Form
214, Certificate of Release or Discharge from Active Duty.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on  1  February  1985
for a term of four years.  He was progressively promoted to the grade
of master sergeant and retired in that grade on 28 February 2005.  He
was issued an honorable discharge after  completing  20 years  and  1
month of active duty service.

His decorations include award of the Joint  Meritorious  Unit  Award,
the Defense Meritorious Service Medal, the Joint Service Commendation
Medal, the Air Force Commendation Medal w/2 Bronze Oak Leaf Clusters,
the Air Force Achievement Medal, and the Air Force Good Conduct Medal
w/1 Silver Oak Leaf Cluster.



On 29 August 2005, his records were corrected to reflect award of the
National Global War on Terrorism Service Medal.

AIR FORCE EVALUATION:

The AFPC/DPPPR recommends denial of the applicant’s request  for  the
award of the JMUA w/1 OLC and the ASCM.   DPPPR  verified  the  Joint
Information Technology Center (JITC) received  one  JMUA  during  the
period of 1 June 1998 to 9 September 2002, but were unable to  verify
the JITC receiving an additional JMUA.

According to DPPPR, there are no official documents to  validate  the
applicant served in the areas of operations to be  eligible  for  the
award of the ASCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant states his  unit  and  the  commander’s  support  staff
provided corroborating evidence for the JMUA award, but has not  been
able to substantiate the ASCM award.  He states three members of  his
unit received the ASCM  award  for  being  assigned  to  AFELM  Joint
Information Technology Center and supporting the operations that  are
outlined in message DG201445Z October 2003.  He believes since he was
assigned to the same location performing in the same fashion as these
personnel he should be accorded the same award.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.    The application was not timely filed; however,  it  is  in  the
interest of justice to excuse the failure to timely file.


       3.  Insufficient  relevant  evidence  has  been  presented  to
demonstrate the existence of an error or injustice.  The Board notes,
the applicant has already received the Joint Meritorious  Unit  Award
for the period 1 June 1998 to 9 September 2002, however; no  evidence
has been presented to show the Joint  Information  Technology  Center
(JITC) received an additional JMUA or that the applicant is  eligible
for award of an additional JMUA.  The Board also notes,  his  records
were administratively corrected to  reflect  award  of  the  National
Global  War  on  Terrorism  Service  Medal.   With  regards  to   the
applicant’s request for award of the Air and  Space  Campaign  Medal,
the applicant has not submitted, nor does his  military  record  have
documentation to verify evidence of his eligibility for award of  the
ASCM.  Therefore, we agree with the opinions and  recommendations  of
the  Air  Force  office  of  primary  responsibility  and  adopt  its
rationale as the basis for our conclusion that the applicant has  not
been the victim of an error or injustice.  In the absence of evidence
to the contrary, we find no compelling basis  to  recommend  granting
the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of a material error or injustice; that  the
application was denied without a personal appearance;  and  that  the
application will only be reconsidered upon the  submission  of  newly
discovered relevant evidence not considered with this application.
