APPLICANT REQUESTS THAT:
He be awarded the Presidential Unit Citation (PUC), the Small Arms
Expert Marksmanship Ribbon (SAEMR), a campaign ribbon and credit
for service in Turkey from Apr 74 through Jul 75.

APPLICANT CONTENDS THAT:
The PUC and the SAEMR should have been indicated on his
DD Form 214, Report of Separation from Active Duty, dated
14 Jan 1977. Additionally, he never received a campaign ribbon or
a ribbon for serving in Turkey from Apr 74 – Jul 75.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 15 Jan 1973 for a
period of four years. He was progressively promoted to the rank of
sergeant with an effective date and date of rank of 1 Oct 75.
On 14 Jan 77, he was honorably released from active duty and
transferred to the Air Force Reserve. He was credited with four
years of active duty service.
He was awarded the Air Force Good Conduct Medal, the National
Defense Service Medal, and the Air Force Outstanding Unit Award.
This included 1 year and 3 months of foreign service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended denial,
stating, in part, that after a thorough review of the applicant’s
military records no documents were found to substantiate award of
the PUC, the SAEMR, and that they were not able to determine his
entitlement to any other awards and decorations from his time in
service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 27 Jan 06 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Applicant’s records were
thoroughly reviewed, however, no documents were found to
substantiate his eligibility for award of the Small Arms Expert
Marksmanship Ribbon, Presidential Unit Citation, or that he was
entitled to any other awards or decorations from his time in
service. In view of the above, we find no basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
