APPLICANT REQUESTS THAT:
The Republic of Vietnam Gallantry Cross, Presidential Unit Citation
(PUC), and Air Force Outstanding Unit Award (AFOUA) be added to his
records.
Based on a review by the Air Force, applicant was advised that his
records show he received the AFOUA with “V” device and one oak leaf
cluster and the Republic of Vietnam Gallantry Cross with Palm.
Applicant’s records will be administratively corrected to reflect
the awards listed above. Therefore, the only issue to be resolved
by the Board is the applicant’s request for award of the PUC.

APPLICANT CONTENDS THAT:
While stationed in the Republic of Vietnam, his fighter wing was
awarded the Presidential Unit Citation (PUC) and the Air Force
Outstanding Unit Award. The heavy bomber wing he was assigned to
was also awarded the Presidential Unit Citation.
He was assigned to a tactical fighter wing from Nov 66 thru Jun 68.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 25 Jan 66 for a
period of four years in the grade of airman basic. He was
progressively promoted to the grade of sergeant (E-4) with an
effective date and date of rank of 1 Dec 67. He was honorably
released from active duty and transferred to the Air Force Reserve
on 26 May 69. He completed 3 years, 4 months, and 2 days of active
duty, which included 1 year, 7 months, and 4 days of foreign
service.
Applicant’s records reflect he was awarded the Air Force
Commendation Medal, Small Arms Expert Marksmanship Ribbon, National
Defense Service Medal, Vietnam Service Medal, with two bronze
service stars, Purple Heart Medal, and the Republic of Vietnam
Gallantry Cross with Palm.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended denial.
Applicant was advised that his records reflect that he did receive
the Air Force Outstanding Unit Award with “V” with one oak leaf
cluster and the Republic of Vietnam Gallantry Cross with Palm (RVGC
w/P); however, his unit did not receive the Presidential Unit
Citation.
Additionally, he was advised that his records did not reflect
assignment to the fighter wing or the bomb wing, so he was not
eligible to share in the AFOUA, RVGC w/P, and PUC for those units.
Additionally, he was only eligible for those decorations awarded to
the security forces squadron where he was assigned.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reiterated his original contentions and pointed out that
he was assigned to the security forces squadron and that both heavy
bomb wings were a part of the numbered Air Force.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case. The applicant was advised that his unit did not earn the
Presidential Unit Citation while he was assigned to that unit. No
evidence has been submitted to substantiate his claim for award of
the Presidential Unit Citation. We, therefore, agree with the
opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our
conclusion that the applicant has not been the victim of an error
or injustice. Hence, in the absence of evidence to the contrary,
we find no compelling basis to recommend granting the relief sought
in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
