APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of lieutenant colonel by
special selection board (SSB) for the CY04B Lieutenant Colonel
Central Selection Board with inclusion of the Officer Selection
Brief (OSB) as previously corrected by the AFBCMR and the revised
Promotion Recommendation Form (PRF) approved by his Senior Rater and
Management Level Review (MLR) president.

RESUME OF CASE:
The Board considered and denied requests on 20 Apr 05 to correct the
applicant’s OSB as viewed by the CY04B Lieutenant Colonel Central
Selection Board and to grant him promotion consideration to
lieutenant colonel with the corrected record (Exhibit G). On 30 Nov
05, the Board reconsidered and approved these requests (Exhibit I).
The applicant was considered and not selected for promotion to the
grade of lieutenant colonel by special selection board in Jun 06.
In a new DD Form 149, dated 21 Nov 05 (Exhibit J), with attachments,
but actually received by the Board on 13 Jan 06, the applicant
requested that his promotion consideration by SSB approved by the
Board on 30 Nov 05 and based on corrections to his OSB also include
a revised PRF approved by his Senior Rater and MLR president. The
applicant’s request for an SSB with a revised PRF had been
previously considered and denied by the Evaluation Reports Appeal
Board (ERAB) on 6 May 05. The applicant’s request to have a revised
PRF considered as part of his request for an SSB was not included in
his earlier request for reconsideration.
The applicant indicates that his PRF was written in violation of AFI
36-2406, Paragraphs 8.1.4.1.2 and 8.1.4.1.3. AFI 36-2406, Paragraph
8.1.4.1.2, states that Senior Raters must be aware of the ratee’s
most recent duty performance and may request subordinate supervisors
provide information on an officer’s most recent duty performance.
The applicant states that his entire chain of command submitted a
draft PRF he had prepared as the final. The applicant further
points out that AFI 36-2406, Paragraph 8.1.4.1.3, states that Senior
Raters will ensure no subordinate commander/supervisor asks, or
allows, an officer to draft or prepare his own PRF. The applicant
states that the following accomplishments were missing from his PRF:
a. Selected for Field Grade Officer of the Quarter
b. Selected for HQ Air Staff Assignment
c. Notable achievements from his draft 2 Jun 03 through 1
Jun 04 Officer Performance Report (OPR).
The applicant asserts that his OSB and PRF as seen by the CY04B
Lieutenant Colonel Central Selection Board misrepresented his
career.

ADDITIONAL AIR FORCE EVALUATION:
AFPC/DPPPEP recommends denial of the applicant’s request. They note
that the ERAB denied the applicant’s request to correct the PRF on 6
May and 27 Jun 05. They further note that the Senior Rater states
that while they were wrong, procedurally, in using the applicant’s
draft PRF, he believes the original PRF captures an accurate
reflection of the applicant’s record of performance. The Senior
Rater bases his support of changes to the PRF on information he
states was not available to him during the MLR process.
DPPPEP states that the applicant received a copy of his PRF 30 days
prior to it meeting the central selection board (CSB) in accordance
with AFI 36-2406 and that he failed to review his PRF and point out
any errors to his Senior Rater prior to the CSB. AFPC/DPPPEP also
indicates the applicant was provided a copy of MPFM 04-06,
Attachment 4 (Instruction Sheet for Review of Preselection Brief),
which contains guidance on how to correct a PRF. AFPC/DPPPEP points
out that AFI 36-2401, Paragraph A1.6.1.1, states a change to a PRF
must, in effect, remove negative information from an officer’s
record or add positive information which was not previously known.
They state that the information added to the applicant’s PRF was
available to the CSB on his 1 Jun 04 OPR. Based on the fact the
applicant failed to correct his PRF until after his nonselection for
promotion, his senior rater’s statement that the original PRF is
still accurate, and the additional information regarding his Field
Grade Officer of the Quarter award was available, DPPPEP states they
do not find the original PRF in error.

APPLICANT’S RESPONSE TO ADDITIONAL AIR FORCE EVALUATION:
The applicant responds by providing what he states is additional
background and evidence to refute DPPEP’s evaluation. He reiterates
that he requests the Board include his revised PRF with the
corrected OSB for his upcoming (at that time) Jun 06 SSB. He
discusses his actions to file the appeal on his OSB through the
Board and his PRF appeal through his unit MLR process and the ERAB.
He provides a timeline summary of actions regarding his PRF both
prior to and after the CSB.
In further support of his appeal, applicant provides documentation
related to his PRF appeal efforts.

THE BOARD CONCLUDES THAT:
After again reviewing the complete previous evidence of record and
the applicant’s new submission, we find that sufficient relevant
evidence has been presented to demonstrate the existence of error or
injustice. The applicant has the support of his senior rater and
MLR President to correct his PRF. AFPC/DPPPEP bases their
recommendation to deny on the applicant’s failure to take corrective
action before the promotion board convened, his senior rater’s
statement the PRF “captures an accurate reflection of his record of
performance,” and that information regarding his quarterly award was
included in one of his OPRs. However, the Board notes that the
senior rater admits they erred procedurally in completing the PRF
and has provided his support for a new PRF. Additionally, the
information included in most PRFs is often available elsewhere in
the record, but is included in the PRF to highlight the most
significant accomplishments in an officer’s career. A critical
element in getting a PRF revised is support of the rating chain,
especially the senior rater and MLR President. When an applicant
has this critical support, it should not be regarded lightly and
only challenged under substantiated questionable circumstances. We
do not find such a basis in this case. Therefore, we recommend the
applicant’s records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Promotion
Recommendation Form (PRF), AF Form 709, prepared for the Calendar
Year 2004B (CY04B) Central Lieutenant Colonel Selection Board be
declared void and removed from his records and the attached PRF
reading in Section IV, Line eight (8), “Brilliant brief to USecAF &
MDA/CC; selected AFSPC/DR Field Grade Officer of the 1st... be
accepted for file in its place.
It is further recommended that his record, to include the attached
PRF, be considered by a Special Selection Board (SSB) for the CY04B
Central Lieutenant Colonel Selection Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air

In support of his request, applicant provided emails to/from his senior rater, a statement from the senior rater, an email from the HQ AFPC nonselection counselor, drafts of the OPR, and his previous appeals to the Evaluation Reports Appeal Board (ERAB).
