APPLICANT REQUESTS THAT:

1. The Promotion Recommendation Form (PRF) prepared for  the  Calendar
Year 2005A (CY05A)  Central  Lieutenant  Colonel  Promotion  Selection
Board reflect the following changes:

            a. The second bullet on the PRF  should  be  changed  from
"CGOQ" to "CGOQ X2".

            b. The fifth bullet on the  PRF  should  be  changed  from
         "20 missions/230+ combat hrs" to "35 missions/415 combat hrs.


2. His Officer Selection Brief (OSB)  be  corrected  to  show  he  was
deployed to Operation NOBLE EAGLE from 30  November  2001  to        3
February 2002 and he receive a Special Selection Board (SSB)  for  the
CY05 Lieutenant Colonel Central Selection Board.

APPLICANT CONTENDS THAT:

He has already been approved for an SSB which he believes will be on 6
June 2006. These are several items that should be updated.

In support of his request, applicant provides copies of his OPRs  PRF,
and OSB.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant is a Regular Air Force officer serving in the grade of major
with an effective date and date of rank of 1 January 2002.

The applicant has one nonselection to the grade of lieutenant  colonel
by the CY05A  Lieutenant  Colonel  Central  Selection  Board.  He  was
considered by the CY06A Lieutenant Colonel  Central  Selection  Board;
however, the results have not been released.

Applicant's Officer Performance Report (OPR) profile:

The applicant did not file an appeal under the provisions of  AFI  36-
2401, Correcting Officer  and  Enlisted  Reports,  20  February  2004.
AFPC/DPPPEP corrected the applicant's OSB, Deployment History block to
reflect his deployment from the period         30 November 2001  to  3
February 2002.  The applicant met a 6 June 2006 SSB with  a  corrected
OSB.

AIR FORCE EVALUATION:

HQ AFPC/DPPPE recommends denial and states  the  applicant  failed  to
request the senior rater (SR) to make the corrections to his PRF in  a
timely manner. However, the applicant took the time to write a  letter
to the board to make the  information  available  to  the  board.  The
information on the PRF is not exactly inaccurate. The information  was
pulled from a specific OPR and the SR chose not to total the number or
missions/combat hours. The applicant also failed  to  provide  support
from the SR or MLR president concurring with changing the PRF to  read
""35 missions/415 combat hours." This office finds the PRF is accurate
since it documented performance exactly  from  the  OPR  and  the  PRF
process was not broke. In addition, the applicant submitted  a  letter
to the board  to  explain  his  concerns.  Meanwhile,  based  on  this
recommendation,  the  Chief,  Officer  Promotion,  Appointments,   and
Selective Continuation Branch, (AFPC/DPPPO), finds no basis  to  grant
SSB consideration with a corrected PRF.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air  Force  evaluation  was  forwarded  to  the
applicant on 16 June 2006, for review  and  comment  within  30  days.
However, as of this date,  no  response  has  been  received  by  this
office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice to warrant partial relief. After a
thorough review of the available evidence, the majority of  the  Board
is of the opinion the P0505A  PRF  comments,  “20  missions/230+combat
hours”  and  “CGOQ”,  do  not  accurately  reflect   the   applicant’s
accomplishements and  may  have  placed  him  at  a  disadvantage  for
promotion. Therefore, the majority  of  the  Board  believes  his  PRF
should be corrected as requested and, to preclude any possibility of a
promotion injustice to the applicant, his corrected record  should  be
considered for promotion by an SSB for the  CY05A  Lieutenant  Colonel
Selection Board. Therefore, the majority of the Board recommends  that
the applicant’s records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show  that  Section  IV  of  the
Promotion Recommendation Form, AF Form  709,  for  the  Calendar  Year
2005A (CY05A) Lieutenant Colonel Central  Selection  Board  (CSB),  is
amended as follows:

        a.  The second sentence, be amended to read “CGOQ X2.”

        b.  The fifth sentence, be amended to  read  “35  missions/415
combat hrs."

It is further recommended that he be considered for promotion  to  the
grade of lieutenant colonel by a Special Selection Board for the CY05A
Lieutenant Colonel CSB.

By a majority vote, the Board recommended  to  grant  the  applicant’s
request.  Ms. Cottrell voted to deny the applicant’s request and  does

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of  the  Air
Force relating to APPLICANT, be corrected to show that  Section  IV
of the Promotion Recommendation Form, AF Form 709, for the Calendar
Year 2005A  (CY05A)  Lieutenant  Colonel  Central  Selection  Board
(CSB), is amended as follows:

            a.  The second sentence, be amended to read “CGOQ X2.”.

             b.  The  fifth  sentence,  be  amended  to  read   “35
missions/415 combat hrs."

      It is further directed that he be considered for promotion to
the grade of lieutenant colonel by a Special  Selection  Board  for
the CY05A Lieutenant Colonel CSB.

      Your application to the Air Force Board for Correction of
Military Records, AFBCMR BC-2006-01230, has been finalized.

      The Board determined that the military records should be
corrected as set forth in the attached copy of a Memorandum for the
Chief of Staff, United States Air Force.  The office responsible for
making the correction(s) will inform you when your records have been
changed.

      After correction, the records will be reviewed to determine if
you are entitled to any monetary benefits as a result of the
correction of records.  This determination is made by the Defense
Finance and Accounting Service (DFAS-DE), Denver, Colorado, and
involves the assembly and careful checking of finance records.  It may
also be necessary for the DFAS-DE to communicate directly with you to
obtain additional information to ensure the proper settlement of your
claim.   Because of the number and complexity of claims workload, you
should expect some delay.  We assure you, however, that every effort
will be made to conclude this matter at the earliest practical date.
