The award did not come to her attention until after her retirement.

STATEMENT OF FACTS:

On 3 December 1984, the applicant enlisted in the Air  Force  Reserve.
She was honorably discharged on 6 January 1985  and  enlisted  in  the
Regular Air Force (RegAF)  on  7  January  1985.   She  was  honorably
discharged on 4 April  1985  to  accept  a  commission   as  a  second
lieutenant, Air Force Reserve,  and  on  5  April  1985,  she  entered
extended active duty.

The applicant’s DD  Form  214  reflects  she  was  awarded  the  Joint
Meritorious Unit Award (JMUA).  In addition, her DD Form 214  reflects
she was awarded the following:  NATO Medal, Air Force Training Ribbon,
Air Force Longevity Service Award Ribbon with  four  Bronze  Oak  Leaf
Clusters (OLCs), Air Force Overseas Long Tour Ribbon with  two  Bronze
OLCs, Air Force Overseas Short Tour  Ribbon,  Kosovo  Campaign  Medal,
National Defense Service Medal (NDSM)  with  one  Bronze  Star,  Armed
Forces Expeditionary Medal (AFEM) with  one  Bronze  Star,  Air  Force
Outstanding  Unit  Award  (AFOUA)  with  3  Bronze  OLCs,   Air  Force
Achievement  Medal  (AFAM)  with  one  Bronze   OLC,   Joint   Service
Achievement Medal, Air Force Commendation  Medal  (AFCM),  Meritorious
Service Medal (MSM) with 3 Bronze OLCs,  Defense  Meritorious  Service
Medal with 2 Bronze OLCs, Global War  on  Terrorism  Expedition  Medal
(GWOT), Air Force Expeditionary Service Medal with Gold Border and two
Bronze OLCs, Korean Defense Service Medal (KDSM).

The applicant retired on 1 February 2005 in the  grade  of  lieutenant
colonel.  She served 20 years and 24 days of active duty service.

AIR FORCE EVALUATION:

AFPC/DPPPR states the JMUA is awarded in the name of the Secretary  of
Defense (SecDef) to joint activities for  meritorious  achievement  or
service, superior to that which is normally expected, for  actions  in
the following situations; combat with an armed  enemy  of  the  United
States,  a  declared  national  emergency,  or   under   extraordinary
circumstances that involve national interests.

They further  state  there  is  a  JMUA  currently  reflected  on  the
applicant’s DD Form 214.  A review of the applicant’s military records
does not substantiate a second JMUA.  Furthermore, the  applicant  has
not provided any evidence  to  reflect  a  second  JMUA  was  awarded.
Therefore, based  on  the  information  provided  they  recommend  the
requested relief be denied.

A complete copy of the evaluation, with attachments,  is  attached  at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
27 May 2005, for review and response within 30 days.  As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of an error or an injustice.   We  took  notice  of  the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and the recommendation of  the  Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error  or  an  injustice.  The
applicant’s DD Form 214 reflects she was awarded the  JMUA.   However,
there is no evidence in the applicant’s records indicating she  served
in another unit that was awarded  the  JMUA;  nor  has  the  applicant
provided any documentation substantiating she  was  awarded  a  second
JMUA.  In view of the foregoing, and in the absence of evidence to the
contrary, the Board finds no basis  to  grant  the  requested  relief.
However, should the applicant provide documentation substantiating she
was assigned to another unit receiving the JMUA, this Board  would  be
willing to review the materials for possible reconsideration

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
