APPLICANT REQUESTS THAT:
She be awarded the Global War on Terrorism Expeditionary Medal (GWOT-E) and
the Global War on Terrorism Service Medal (GWOT-S).

THE APPLICANT CONTENDS THAT:
She should be entitled to these medals since she meets the criteria for
entitlement to the GWOT-E.
The applicant states that she deployed with Headquarters Ninth Air Force to
Saudi Arabia from September 2001 to March 2002 in support of Operations
SOUTHERN WATCH and Enduring Freedom (OSW & OEF). The guidance for the
medal was not published until May 2004, after her 1 August 2003 retirement.

STATEMENT OF FACTS:
From 28 September 2001 to 9 March 2002, the applicant was deployed in
support of OSW and OEF, while assigned to Joint Task Force - Southwest
Asia. She is entitled to the Armed Forces Expeditionary Medal (AFEM) for
her deployment in support of OSW. She retired on 1 August 2003, in the
grade of lieutenant colonel.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the application be denied and states, in part, that
after a complete review of the applicant’s records and the documentation
provided, they are unable to verify her entitlement to the GWOT-E. She was
originally deployed in support of OSW, for which she is entitled to the
AFEM. During the deployment the operation changed to OEF. Due to the
change, she feels she is entitled to both the AFEM and the GWOT-E; however,
she is entitled to only one Department of Defense (DoD) medal for her OSW
deployment.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
The GWOT-E is a DoD campaign medal and does not prevent award of other
types of recognition normally associated with deployment. She met all the
guidance for the GWOT-E; however, she retired prior to the guidance being
set.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, we note the applicant
was originally deployed in support of OSW, for which she is entitled to the
AFEM. During her deployment, the operation was changed to OEF. In view of
this, and since the GWOT-E does not prevent award of other types of
recognition, she contends she is entitled to both the AFEM and the GWOT-E.
However, since she is already entitled to the AFEM for her OSW deployment,
she is not entitled to the GWOT-E. The other types of recognition
associated with deployments are decorations, and not additional DoD medals
for the same deployment. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application. With respect to her request for the GWOT-S, we
have been advised by the office of primary responsibility that she is
entitled this service medal and her records will be administratively
corrected accordingly.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
