APPLICANT REQUESTS THAT:
Her DD Form 214 be corrected to reflect entitlement to the Armed
Forces Expeditionary Medal (AFEM) with one Bronze Service Star (BSS).

APPLICANT CONTENDS THAT:
She believes she is entitled to the BSS based on being deployed to
Saudi Arabia, Kuwait and Qatar.
In support of her request, the applicant provides a copies of
documents extracted from her military personnel records.

STATEMENT OF FACTS:
The applicant’s records reflect she served on active duty from
23 Oct 84 to 31 Dec 05.
On 14 Oct 10, AFPC/DPISDR informed the applicant her entitlement to
the AFEM had been verified for her service in support of Operation
SOUTHERN WATCH (OSW). They further advised that service members are
only authorized one campaign medal for their participation in the same
Operation. She was further informed that her entitlement to the BSS
could not be verified for her deployment in 1998 and 2004 in support
of OSW. Her entitlement to the Air Force Expeditionary Service Ribbon
with Gold Border and two Bronze Oak Leaf Clusters had been verified
and her records will be administratively updated.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial of her request for award of the AFEM
w/1 BSS. DPSIDR states the AFEM is awarded to service members who,
after 1 Jul 58, participated in a military operation and encountered
foreign armed opposition, or were in danger of hostile action by
foreign armed forces. In order to be eligible for award of the AFEM
the member had to have served on ground in the Areas of Eligibility
(AOE).
DPSIDR was unable to verify the applicant’s entitlement to the AFEM
w/1 BSS for her deployments in support of OSW to Saudi Arabia in 1998
and Kuwait in 2004, due to service members are only authorized one
campaign medal for their participation in the same Operation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 5
Nov 10 for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice with regard to the applicant’s
request for the AFEM w/1 BSS. The applicant received the AFEM for
serving in support of OSW. The applicant is not eligible for the AFEM
w/1 BSS for her service in Saudi Arabia and Kuwait in support of OSW
because service members are only authorized one Department of Defense
campaign medal for participating in the same Operation. Therefore, we
agree with the opinion and recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis for our
conclusion that relief beyond that granted administratively is not
warranted. Therefore, we find no basis to favorably consider this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with
this application.
