RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2004-01943
INDEX NUMBER: 100.00, 107.00
COUNSEL: NO
HEARING DESIRED: NONE
___________________________________________________________________
APPLICANT REQUESTS THAT:
His DD Form 214 (Armed Forces of the United States Report of
Transfer or Discharge) be corrected to reflect he served in
Vietnam.
___________________________________________________________________
APPLICANT CONTENDS THAT:
He was sent TDY to Vietnam for short periods of time while assigned
to Naha AB, Okinawa, during the 1968-1970 time frame.
Applicant’s complete submission is at Exhibit A.
___________________________________________________________________
STATEMENT OF FACTS:
Applicant served on active duty in the Regular Air Force from
19 Aug 66 – 14 Aug 70. His DD Form 214 reflects he served 1 year,
8 months, and 6 days of Foreign Service.
The Foreign Service Summary on AF Form 7 (Airman’s Military Record)
reflects he was assigned in Okinawa from 8 Dec 68 – 16 Aug 70.
___________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommended denial and states, in part, the
applicant’s military records do not have any documents to confirm a
TDY to Vietnam. Additionally, the applicant states he does not
have any documents that support his claim for TDYs to Vietnam.
A complete copy of the evaluation is at Exhibit C.
___________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 24 Sep 04, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office. (Exhibit D)
___________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Absent evidence
substantiating the applicant was TDY to Vietnam for 30 consecutive
or 60 nonconsecutive days, we find that there is no basis upon
which to favorably consider his request.
___________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

His records be corrected to reflect entitlement to the Vietnam Service Medal (VSM). The applicant provided a TDY order dated 19 Aug 70, which indicates on 1 Sep 70 he was scheduled for assignment to Detachment 5, 621st Tactical Control Squadron, Nakhon Phanom, Thailand, for 45 days; with variations authorized; however, there is no evidence that would clearly substantiate his service time in Thailand. On 1 Sep 70, he was sent TDY from Clark Air Base, Philippines, to Nakhon Phanom, Thailand.
