APPLICANT REQUESTS THAT:
He be awarded the Vietnam Service Medal (VSM) for service in
Thailand.

APPLICANT CONTENDS THAT:
He did not know that he was authorized the award. He states he
flew on B-52 missions over Vietnam while flying out of Guam,
Thailand, and Okinawa.
In support of his appeal, applicant submitted a letter, dated
7 Feb 05; a copy of DD Form 214, Armed Forces of the United States
Report of Transfer or Discharge, dated 11 Aug 70; copy of VSM
criteria, and an extract from the internet on Westover Air Force
Base.

STATEMENT OF FACTS:
Applicant served in the Regular Air Force from 12 Aug 66 to
11 Aug 70. His highest grade held was sergeant (E-4).
DD Form 214, Armed Forces of the United States Report of Transfer
or Discharge, Item 22c, reflects six months and eight days of
foreign service.
He was awarded the National Defense Service Medal.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP reviewed this application and recommended denial,
stating, in part, that there were no documents that confirm any
flights over Vietnam or any evidence the applicant was on temporary
duty (TDY) or assigned to Thailand. His records show he was TDY
for 188 days to Okinawa in 1967. However, there was no evidence
that verifies any TDY to Thailand while he was TDY to Okinawa.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 20 May 05 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. In the absence of evidence
substantiating applicant’s duty in Vietnam, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
