APPLICANT REQUESTS THAT:
His records be corrected to reflect credit for a TDY to Vietnam in 1968.

APPLICANT CONTENDS THAT:
His records do not list his TDY from Mactan AB, Philippines to Tan Son
Nhut, Vietnam from Jul - Aug 1968.
In support of his request, applicant provided page four of his Airman
Military Record, AF Form 7, which is a chronological listing of his
service.
The applicant's complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
The applicant served on active duty in the Air Force from 12 Oct 66 – 1 Sep
70.
His DD Form 214 reflects he served one year, three months, and four days of
Foreign Service.
The Foreign Service on his AF Form 7 (Airman’s Military Record) reflects he
was assigned in Okinawa and the Philippines from May 67 – Aug 68.
On 1 Sep 70, he was honorably released from active duty in the grade of E-
4, and transferred to the Air Force Reserve.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial and states there is no evidence of any
service in Vietnam. There are no documents in his records that show he was
TDY to Vietnam. None of his Airman Performance Reports make any comments
about a TDY into Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 18 May 07, a copy of the Air Force evaluation was forwarded to the
applicant for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. Therefore,
in the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

On 22 July 2003, HQ AFPC/DPAPP2 advised the applicant there were no documents in his personnel file that reflected he was on temporary duty (TDY) to Vietnam. They indicated that they have thoroughly reviewed the applicant’s records and they are unable to find any indication that he was TDY from the Philippines to Vietnam at any time. His assignment to Thailand is after the closeout date for award of the Vietnam Service Medal.
