APPLICANT REQUESTS THAT:
His 91 days of Temporary Duty (TDY) to Korea be reflected in his records.

THE APPLICANT CONTENDS THAT:
In 1968, he performed 91 days of TDY to XXXXX, as part of a 50 member Prime
Beef team during Combat Fox II. Although the 91 days of TDY are reflected
on his AF Form 7, Airman Military Record, the location is not. In
addition, the information was never transferred to any of his subsequent DD
Forms 214.
In support of the appeal, applicant submits his personal statement and a
letter from AFPC/DPAPP2.

STATEMENT OF FACTS:
The applicant is a retired master sergeant who served on active duty in the
Regular Air Force from 10 April 1957 through 30 June 1973. From 10 October
1967 through 30 July 1969, he was assigned to the XXXX. Item 2, Foreign
Service, of his AF Form 7, Airman Military Record, indicates that on 9
February 1968, he departed to perform 91 days of TDY; however, no location
is listed.

AIR FORCE EVALUATION:
AFPC/DPAPP2 recommends the application be denied since there are no TDY
orders or travel vouchers that confirm a TDY to XXXX. Furthermore, there
are no references to the TDY in his 1968 performance report.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 9 April 2004 for review and response within 30 days. However, as of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, we note he applicant
contends that in 1968, he performed 91 days of TDY to XXXX, as part of a 50
member Prime Beef team during Combat Fox II. While the 91 days of TDY are
reflected on his AF Form 7, Airman Military Record, the location is not,
since the TDY location was not a required entry. Although he has not
submitted copies of his travel voucher for this TDY, in the absence of a
basis to question his integrity, we believe the interest of justice can
best be served by resolving any doubt in his behalf. Therefore, we
recommend the applicant’s records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that Item 30, Remarks, of the DD Form
214, Armed Forces of the United States Report of Transfer or Discharge,
issued in conjunction with his honorable discharge on 9 April 1969, be
amended to include 91 days of Temporary Duty (TDY) to XXXX.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXX, be corrected to show that Item 30, Remarks, of the DD
Form 214, Armed Forces of the United States Report of Transfer or
Discharge, issued in conjunction with his honorable discharge on 9 April
1969, be, and hereby is, amended to include 91 days of Temporary Duty (TDY)
to XXXX.

On 22 July 2003, HQ AFPC/DPAPP2 advised the applicant there were no documents in his personnel file that reflected he was on temporary duty (TDY) to Vietnam. They indicated that they have thoroughly reviewed the applicant’s records and they are unable to find any indication that he was TDY from the Philippines to Vietnam at any time. His assignment to Thailand is after the closeout date for award of the Vietnam Service Medal.

The author recommends the applicant be credited with at least 30 days TDY to Tuy Hoa AB, Vietnam during 18 Mar 68 to 13 Apr 69. If it was stamped in Vietnam any time after 28 Mar 68, the applicant could not have been there for 30 days since his medical records show he was in a fistfight in Taiwan on 18 Apr 68 and was hospitalized until 24 Apr 68. His Air Force Form 7 does show he was TDY to Southeast Asia for a total of 97 days during 1969. Although the applicant provided no evidence to show actual locations while TDY to Southeast Asia (SEA), it was noted that his DD Form 214 reflects award of the Vietnam Service Medal (VSM) and the Republic of Vietnam Campaign Medal (RVCM). The DVA denied his request because his military records reflect service in Southeast Asia (SEA), but not specifically in Vietnam.

However, a review of his medical records showed he was seen in the Dispensary in Taiwan during the time frame the he alleges to have been in Vietnam. His being in the dispensary on 11 April 1968 has nothing to do with the date of the TDY order. The evidence in the applicant's records does not support his request to have his records corrected to reflect time served in Vietnam.
