APPLICANT REQUESTS THAT:
He receive Professional Military Education (PME) reconsideration for
the Calendar Year (CY) 2001A Major Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
His Minuteman Missile Training Report dated 5 August 1992, was not in
his records when they met the CY01A Major CSB. He believes this
report showed his officer development, with a diversified Air Force
background, in a second career field.

STATEMENT OF FACTS:
Applicant is currently serving on active duty in the grade of major.
Applicant was considered and selected for promotion to the grade of
major on 1 September 2002 by the CY01A CSB.

AIR FORCE EVALUATION:
HQ AFPC/DPPPO disagrees with the applicant’s contention that the
missing training report was a contributing factor in his nonselection
for PME candidacy. Although the report should have been filed in the
applicant’s Officer Selection Record (OSR), they do not believe the
missing report revealed significant accomplishments that would have
influenced the board members’ decision, especially since he was
selected for promotion to major without the report.
Furthermore, each eligible officer receives instructions attached to
the Officer Preselection Brief (OPB) which informs them to check their
records for accuracy. It specifically instructs the individual to
request a copy of their OSR to ensure no reports are missing. The
applicant has not provided any documentation to demonstrate what
actions he took prior to the board to ensure the training report was
filed in his OSR. DPPPO further states that upon reviewing the
applicant’s OSR, the report is still not filed in his record.
There is no evidence the missing report negatively impacted the
applicant’s selection for PME candidacy. The CSB evaluates the entire
OSR (to include the promotion recommendation form (PRF), OPRs, officer
effectiveness reports, training reports, letters of evaluation,
decorations, and officer selection briefs), assessing the whole person
factors such as job performance, professional qualities, depth and
breadth of experience, leadership, and academic and professional
military education.
Furthermore, the AFI 36-2501, states “Do not have an SSB if, by
exercising reasonable diligence, the officer should have discovered
the error or omission and could have taken corrective action before
the originally scheduled board convened.” DPPPO does not believe the
applicant exercised reasonable diligence in maintaining his records.
Therefore, based on the above information, DPPPO recommends the
requested relief be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
30 April 2004, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinions and recommendations of the Air
Force office of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Although the applicant’s 1992
training report should have been filed in his OSR, the applicant has
not established to our satisfaction the missing report negatively
impacted his opportunity for PME candidacy, especially since he was
promoted to major without the report in his record. Furthermore, we
note that to date the contested report has not been filed in the
applicant’s record. Therefore, in view of the foregoing, the Board
finds no compelling basis upon which to recommend the requested
relief.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issue(s) involved.
Therefore, the request for a hearing is not favorably considered.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Applicant was considered but not selected for promotion to the grade of colonel by the CY05A colonel CSB. This decoration is not listed among the decorations in MPFM 05-14 and therefore, inclusion of this citation is not authorized to be filed in the applicant’s OSR nor reflected in his Officer Selection Brief (OSB). The only way to ensure the board members were aware the applicant received this decoration would have been to write a letter to the board president.
