APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of lieutenant colonel
by Special Selection Board (SSB) for the Calendar Year 2005A Below-
the-Promotion Zone (BPZ) Lieutenant Colonel Central Selection Board
(CSB) with the inclusion of his training report (TR) from the Air
Force Institute of Technology (AFIT), covering the period 17 Dec 03
to 13 Jun 05, in his Officer Selection Record (OSR).

APPLICANT CONTENDS THAT:
The missing TR confirms his completion of in-residence Intermediate
Developmental Education (IDE) and eliminates the 18-month gap of
missing data in his OSR. He states that the AFIT Commandant’s
office faxed the IDE reports directly to HQ AFPC on 1 Jul 05, for
inclusion in all CY 05 promotion board records; however, for
unknown reasons his report was lost. The oversight was not
discovered until after the 6 Jul 05 promotion board convened. He
ensured the rest of his selection record was complete prior to the
board, but could not verify the presence of the IDE training
report.
In support of his appeal, the applicant provided a copy of his AF
IMT 475, Education/Training Report covering the period 17 Dec 03
through 13 Jun 05, and a letter from the Associate Dean, Graduate
School of Engineering and Management, AFIT.

STATEMENT OF FACTS:
The applicant is serving on active duty in the grade of major. His
Total Active Federal Military Service Date (TAFMSD) is 27 May 92.
Applicant was considered and not selected for promotion to the
grade of lieutenant colonel by the CY05A (6 Jul 05) (P0505A)
Lieutenant Colonel CSB.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial. DPPO states that although the TR was
not filed in the member’s record for the P0505A board, the board
members were aware of his in-residence IDE completion by the entry
in the Developmental Education Section of the P0505A Officer
Selection Brief (OSB) and were able to factor it in the promotion
selection process.
DPPPO states officers being considered by central promotion boards
have TRs with different closeout dates. They state it is not
realistic to hold the Air Force accountable for expedition of
reports that closeout in proximity to the promotion boards. For
this reason they rely on AFI 36-2406, paragraph 6.5.1.3., Officer
and Enlisted Evaluation Systems, which states that TRs on EAD
officers are due at HQ AFPC no later than 60 days following
closeout of the report. The applicant’s TR that closed out on
13 Jun 05 was not required to be on file until 13 Aug 05. If they
were to allow the inclusion of reports that were not required to be
in the OSR to be the basis for SSB consideration, it would be
unfair to other officers who had reports closeout less than 60 days
from the promotion board, and whose reports may not have been
expedited.
The member provided a letter from AFIT indicating the Wright-
Patterson Air Force Base Military Personnel Flight faxed a copy of
his TR on 1 Jul 05. However, they contacted the Evaluation Section
in the Board Support Branch, HQ AFPC/DPPBR, and they did not have
any record that the 13 Jun 05 TR had been faxed. They received the
original report on 29 Aug 05.
The absence of this report was not an error since it was not
required to be filed in his OSR until 13 Aug 05—after the convening
board date of 6 Jul 05.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 16 Dec 05, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office. (Exhibit D)

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant providing the
applicant promotion consideration by Special Selection Board (SSB)
for the CY05A Lieutenant Colonel Central Selection Board. In this
regard, the majority notes that the Associate Dean, Graduate School
of Engineering and Management, AFIT, states that the Graduate
School’s faculty and staff expedited the writing and processing of
TRs for graduating IDE officers for the specific purpose of getting
them to the promotion board on time. The WPAFB MPF faxed all of
the TRs to AFPC promotions board on 1 July 2005, five days before
the start of the board. Despite these efforts, however,
applicant’s report did not make it into his officer selection
record prior to the board convening. Having no basis to question
the integrity of this official, the majority believes that equity
and justice dictates approval of the applicant’s request.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he be considered
for promotion to the grade of lieutenant colonel by a Special
Selection Board for the CY05A Lieutenant Colonel Central Selection
Board with inclusion of his 13 June 2005 Training Report.

authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
