His DD Form 214 (Certificate of Release or Discharge from Active Duty) be
corrected in item 11 - Primary Specialty Number, Title and Years and Months
in Specialty.

APPLICANT CONTENDS THAT:
The Air Force Specialty Code (AFSC) reflected on his DD Form 214 11710 -
Airborne Warning Command and Control System Helper, 3 months, is in error.
He believes it does not accurately identify his awarded AFSC. He indicates
the error must be corrected in the interest of justice due to his
completion of basic training.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 29 September 1986.
The applicant’s medical records reveal he was processed through the
Disability Evaluation System (DES) and diagnosed with moderate hallux
valgus deformity of the right foot. The applicant’s condition was unfit
because of physical disability and the degree of impairment was permanent.
It was recommended the applicant be discharged. He agreed with the
findings and recommended disposition.
Special Order Number AB-1885, dated 30 October 1986, indicates the
applicant was a graduate of Course 99000 and awarded PAFSC 11710.
On 26 January 1987, the Office of the Secretary of the Air Force determined
the applicant to be physically unfit for continued military service due to
a physical disability which existed prior to military service and directed
discharge without disability benefits.
Special Order AB-5773, dated 30 January 1987, indicates the applicant was
reassigned for discharge processing.
On 17 February 1987, the applicant was separated with an entry-level
separation in the grade of airman, under the provisions of AFR 35-4
(Disability Existed Prior to Service No Severance Pay). He served 4 months
and 19 days of active service.
The applicant’s DD Form 214 Primary Air Force Specialty Code (PAFSC)
reflects 11710, Airborne Warning Command and Control System Helper, 3
months.

AIR FORCE EVALUATION:
AFPC/DPPAC recommended no corrective action. They indicated the applicant
was awarded primary AFSC 11710, Airborne Warning Command and Control System
Helper, upon graduation from course 99000, Basic Military Training.
Special Order AB-292, Department of the Air Force, Headquarters Sheppard
Technical Training Center (ATC), Sheppard AFB, Texas 76311-5000, 6 February
1987, also reflects applicant’s primary AFSC as 11710 at the time of his
discharge. Therefore, his primary AFSC 11710 is accurately reflected in
his records.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 19 December 2003, a copy of the Air Force evaluation was forwarded to
the counsel for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. The applicant contends the Air
Force Specialty Code (AFSC) reflected on his DD Form 214 11710 - Airborne
Warning Command and Control System Helper, 3 months, is in error. He
believes it does not accurately identify his awarded AFSC. He indicates
the error must be corrected in the interest of justice due to his
completion of basic training. According to the applicant’s military
personnel records he was awarded the primary AFSC 11710 upon graduation
from course 99000, Basic Military Training. Special Order AB-291,
Department of the Air Force, Headquarters Sheppard Technical Training
Center (ATC), Sheppard AFB, Texas, dated 6 February 1987, also reflects
applicant’s primary AFSC as 11710 at the time of discharge. His DD Form
214 appears to accurately reflect his primary AFSC 11710 at the time of his
separation. Therefore, in the absence of evidence to the contrary, we find
no compelling basis to recommend favorable action on his request.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of an error or injustice; that the application was denied
without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
