APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal is at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this
Record of Proceedings.
AIR FORCE EVALUATION:
The Chief, USAF Classification Branch, AFPC/DPPAC, reviewed the
application and states that the applicant's Primary AFSC (PAFSC)
of C43250, met the minimum skill level requirement to hold the

grade of staff sergeant.
Personnel, Separation Processing, the governing directive at the
time of applicant's separation, item 25a, of the DD Form 214
reflected the Utilization Air Force Specialty title and code
(Duty AFSC). The records indicate applicant was performing duty
in AFSC 42133 at the time of separation and therefore item 25a
reflects his DAFSC of 42133. Item 32 correctly reflects his
PAFSC of C43250. Accordingly, they recommend applicant's request
be denied.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and states that
he was a jet engine mechanic (43250), properly trained by the Air
Force. As a result of this training, his civilian career with
United Airlines was jet engine work.
He states he was ordered to teach Atlas missile systems. No AFSC
existed for this career field. As a temporary measure the Air
Force assigned the AFSC 42133 which was also the AFSC for ground
equipment. He completed the tech school for Atlas MSAT. At the
completion of the training, when an AFSC was generated for the
Atlas MSAT he was disqualified because of color blindness, He
states he was exiled from performing any duty for which he had
been trained. The Air .Force requested that he take an early
discharge. He states he couldn’t do this because his wife was
eight months pregnant. With only two or three months of military
service remaining he was assigned to a clean up detail in the
training building that he had just graduated from. He requested
assignment to a career field for which he had been trained.
Instead he was assigned to a civilian ground power unit. He
states that he performed absolutely no duty in the career field
42133, He asks, how could he? He had not received one day of
formal training in that career field. He further states that now
it is expedient to say he was performing duty as a (42133) and
discharged as a 3-level.
It is also true to say he never
performed one day of duty as a (42133) . The true facts of this
case are his last bona fide duty was a jet engine mechanic at
Mather AFB. He states it was an error to assign a temporary
AFSC, and to not check to see if he would be qualified for the
career field that he was being assigned.
He states that he did not create this boondoggie, but he is
certainly a victim of this breakdown of the system.
He is
unhappy about this because it is a reflection on him and his
military career. He does not believe any sergeant would or
should accept a discharge that is not truly accurate and does not
show the proper skill level.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.

2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file,
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. After
reviewing the evidence of record, we are convinced that applicant
received training and performed duties as a jet engine mechanic.
While he may not have been performing duties in this career field
during his last few months in the Air Force, we do believe that
it was his last career field in which he performed duties for
which he was trained, In view of the above finding, we recommend
his records be corrected to the extent indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that Block 25a,
Specialty Number and Title, on his DD Form 214, Armed Forces of
the United States Report of Transfer or Discharge, reads Jet
Engine Mechanic (C43250) , instead of AppAcft GrdSupEqup Repmn
C42133.

Afterwards, he was informed that if he had chosen to extend for one month at his previous assignment until his formal retraining that he would have been scored in the AFSC 3P051. If he had been scored in the AFSC 3P051 he would have been promoted.
