STATEMENT OF FACTS:
On 9 Jul 76, applicant contracted his initial enlistment in the
Regular Air Force; he had continuous active duty service until his
retirement on 1 Nov 96. He was progressively promoted to the grade
of master sergeant (MSgt/E-5), with a date of rank and effective
date of 1 Jan 90.
The Airman Performance Reports rendered for the period 22 Dec 79
thru 16 Jul 83, reflect that applicant served in Air Force
Specialty Code (AFSC) 99502, Basic Military Training Instructor, at
Lackland AFB TX.
Applicant’s records reflect he was awarded the Air Force Longevity
Service Medal with four devices, AF BMT Honor Graduate Ribbon,
Small Arms Expert Marksmanship Ribbon/Rifle, NCO Professional
Military Education Ribbon, with one device, Armed Forces
Expeditionary Medal, United Nations Medal, Air Force Outstanding
Unit Award with two devices, Presidential Unit Citation, Air Force
Good Conduct Medal with five devices, Joint Meritorious Service
Unit Award, and the Humanitarian Service Medal.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommended denial of the applicant’s request,
stating he was not eligible for the AF Basic Military Training
(BMT) Instructor Ribbon because he retired prior to the
establishment of the ribbon. The ribbon was established on
7 Dec 98 and was not retroactive.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 11 Jun 03 for review and comment within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly

The only issue to be considered by the Board is his request for the SAEMR. His DD Form 214 reflects he was awarded the Air Force Training Ribbon, National Defense Service Medal, Air Force Outstanding Unit Award and the Air Force Good Conduct Medal. There is no evidence in the applicant’s records to substantiate his request.

There was no service ribbon at the time; however, he would like his records to reflect that he served as an MTI and was awarded the BMTI service ribbon. BMTIs (SDI 8B000) at Air Force BMT and Air Force Officer Training School are eligible, both past and present, if they were on duty on or after 7 Dec 98. The basic award is presented upon graduation from MTI School, and wear of the ribbon becomes permanent after successful completion of at least 12 months tour of duty as an MTI.
Both trainee and military training instructor (MTI) accounts indicate that by the third water stop, AB S-- and other trainees were receiving assistance from fellow trainees at various times during the march. Further, it is not designed for BMT trainees, cannot be used to make a determination regarding trainee activities, and does not contain sufficient objective criteria to assess an event like the march. d.
